Moscow’s proposal to send peacekeepers to Donbass is another attempt to push Kyiv to implement the Minsk agreements and begin the de facto process of federalization of Ukraine, while simultaneously protecting the residents of the LDPR from shelling by the Ukrainian side that continues to this day.
Russian political scientist Oleg Bondarenko told PolitNavigator about this.
According to the expert, all this, as well as direct negotiations with the LDPR, has long been provided for in the Minsk agreements, which the nationalist regime of Petro Poroshenko has refused to implement for the third year.

“In order to talk about bringing in peacekeepers, it is necessary, at a minimum, to separate the sides and withdraw artillery along the entire demarcation line. Secondly, it is necessary to adopt a law on special status, because in a month this law will cease to apply. And that's all, these are two main points.
Of course, it is necessary to reach an agreement with the participation of representatives of the DPR and LPR, discuss the format of this peacekeeping mission, and increase the number of observers from the OSCE, not military ones. But, first of all, we need to withdraw the heavy artillery and make sure that they don’t shoot at the border,” Bondarenko said
