The publication refers to the calculations of the Communist Party faction. 12-15 billion rubles a year will be required for social payments to pensioners, primarily military (600 thousand people), students (50-100 thousand people) and disabled people. The same amount will have to be spent on maintaining the work of government bodies and local self-government, and another 20 billion on healthcare, education and the work of law enforcement agencies. 40 billion will be required by the industry of the peninsula.

The Russian budget has reserves to cover these costs, they say in the Communist Party of the Russian Federation. This money will not create a special burden, and it will be possible to save on fees for the Russian naval base, the State Duma states.

Russia may decide to help Crimea from the reserve funds of the president and government, says Oksana Dmitrieva, deputy chairman of the Duma Committee on Taxes and Budget. “As a matter of urgency, without violating Russian and international legislation, Russia can allocate money from reserve funds or issue a loan from a large Russian bank for a specific purpose on the territory of another state,” she explained.

For the Crimean budget, 90 billion rubles is a lot of money, says Boris Kopeikin, director of Regional and Municipal Finance at Standard & Poor's.

“This amount is several times higher than the annual budget of Crimea, which is now estimated at 4-5 billion hryvnia (15-20 billion rubles). For comparison, budget investments in the transport sector of 900 million hryvnia (4 billion rubles) in 2011 made it possible to significantly improve the situation in the sector,” the analyst notes.
