Moscow will again allocate billions to Sevastopol: will the local authorities cope?
Sevastopol will receive 65 billion rubles for the implementation of projects that the city presented as part of the “Days of Sevastopol in the Federation Council”. The upper house of parliament recommended that this amount be allocated to the government, a PolitNavigator correspondent reports.
We can only hope that the spending of funds by local officials will be closely monitored and the story of the Historical Boulevard, the reconstruction of which has not been completed for many years, will not repeat itself. Or another example - the long-suffering reconstruction of the largest Victory Park, which also took a long time and ended with numerous shortcomings that were not eliminated.
So, in order to co-finance infrastructure and social projects, the Federation Council recommended that the Russian government include projects in state programs and allocate funds for a number of objects.
First of all, the funds will be used for the construction of 32 boiler houses with conversion to gas, almost 33 kilometers of heating networks, transformer substations with overhead cable lines “Andreevka”, “Lyubimovka” and “Fiolent”, as well as supply engineering networks for the waste processing plant in Sevastopol. 110 kV stations in Andreevka and Lyubimovka with power lines will be needed to implement the Sevastopol government’s plans to move the administrative center to the North Side.
A proposal was also approved to include the reconstruction of the Omega children's camp, the restoration of the library building named after. Tolstoy and the Palace of Culture in the village of Andreevka into the new edition of the state program for the socio-economic development of Crimea and Sevastopol until 2027.
The city will receive funds to complete the reconstruction of the sports and recreation complex named after. The 200th anniversary of Sevastopol, the construction of a football academy and the renovation of the lawn at the main city arena, as well as the construction of a water rowing base in Inkerman.
The resolution included a clause on the inclusion of an excursion route around the hero city in cultural and educational programs for schoolchildren. The government of Sevastopol proposed to include in the federal project “Creative People” a special four-day excursion program for schoolchildren from all over Russia, developed by local tour operators.
All projects must be reflected in the draft budget for 2023.
