Russians are more afraid to report dual citizenship than to be punished for remaining silent.
Moscow - Kyiv, October 6 (PolitNavigator, Mikhail Stamm) - On Saturday, the period during which citizens had to notify the Federal Migration Service (FMS) of having a second citizenship ended. Contrary to the FMS’s expectations of a million-strong flow of applications, 50 thousand people submitted reports to the agency. According to experts, people are in no hurry to provide such information about themselves because they are “afraid of restrictive measures.”

Kommersant reminds that for late submission of an application, as well as for false or incorrect information, the law provides for an administrative fine of up to 1000 rubles, and those who “deliberately” concealed information about their second citizenship face criminal liability (a fine of up to 200 thousand rubles. or 400 hours of compulsory work).
Previously, the FMS admitted that the number of applications submitted would amount to millions, since since 1992, more than 6 million foreigners and stateless persons have received Russian citizenship. Yesterday, the FMS did not answer questions about why the number of those reporting turned out to be several times smaller and how the agency will now look for those who hid the fact of having a second citizenship.
The head of the Civic Assistance Committee, Svetlana Gannushkina, believes that “many people do not go to the FMS” because they want to “minimize their relations with the state.” “When we are forced to go somewhere to register, we suspect the state of aggressive intentions towards us; we do not trust it, because we do not understand why it will need it,” she said.
