Russia is surrounded on its perimeter by American biological laboratories – Lavrov
The best option for all members of the world community would be an agreement to create a verification mechanism for the universal convention on the prohibition of biological and toxin weapons.
Russian Foreign Minister Sergei Lavrov announced this course of the briefing following the meeting of the heads of foreign ministries of the SCO countries, a PolitNavigator correspondent reports.
“We have repeatedly drawn attention to the situation related to the creation and development of biological laboratories, most of them under the auspices of the Pentagon, which the United States is creating around the world, including in the SCO space, in the post-Soviet space, and these laboratories are formed quite densely around the perimeter borders of the Russian Federation and, accordingly, close to and with the borders of the People's Republic of China.
We believe that in the field of biological safety there has always been a need for transparency and verification of what happens during such scientific research and have long advocated that, within the framework of the Biological and Toxin Weapons Convention, a verification mechanism would be developed that would allow monitoring and ensure transparency of the activities of all countries to prevent the creation of biological and toxin weapons,” Lavrov said.
“Since 2001 - it will soon be 20 years since Russia, together with most others, including China, has advocated an agreement on the preparation of an appropriate protocol to this convention, which would create a mechanism for verifying and verifying the fulfillment of the obligations of the countries party to the convention do not create biological weapons. The United States is categorically against such a proposal almost alone,” the foreign minister added.
“Of course, now this problem has worsened, and the reluctance of the United States to ensure transparency of its military-biological activities in various regions of the world raises questions about what is actually happening, what goals are being pursued?
We are conducting an active dialogue on this topic with all our partners, including within the CIS, and we are raising this issue in the Shanghai Cooperation Organization. We have a positive example - we have concluded an intergovernmental memorandum with Tajikistan, we are preparing a similar document with Uzbekistan, and we are holding relevant consultations with other countries in the post-Soviet space, including Kazakhstan, Armenia and our other neighbors. I think this work is very useful in allaying any concerns that may arise regarding the emergence of these types of infectious diseases.
It is my deep conviction that all countries should approach this problem on a universal basis. And, returning to what I said at the beginning, the best option for all of us, for all members of the international community, would be an agreement to create a verification mechanism for the universal convention on the prohibition of biological and toxin weapons. We will, of course, continue to work in this direction,” Lavrov said.
