The rise in tariffs did not stop the collapse of the Ukrainian housing and communal services
Although tariffs for housing and communal services in Ukraine have increased several times, money is not being invested in modernizing infrastructure and the operation of old Soviet systems, which are degrading, continues.
Yuri Gavrilechko, an expert at the Public Security Foundation, stated this at a press conference in Kyiv, a PolitNavigator correspondent reports.
“The increase in tariffs (over the past few years the price of hot and cold water has increased several times) has not led to a reduction in losses in the system at all. The pipes were still rusty. Nothing changes. And it cannot change, because it is impossible to change the system separately. The system can be made more energy efficient as a whole; there must be a master plan and all infrastructure elements in the microdistricts must be completely replaced - pipes must be dug up and replaced, wires and collectors must be replaced, and only after that they must be asphalted,” the expert said.
According to him, Ukraine continues to be in a situation of collapse of the Soviet system, which is facilitated by the government and local authorities.
“The collapse of the engineering infrastructure is something we have been moving towards with leaps and bounds for the last 20 years. If during the Kuchma period the situation did not deteriorate much, because no one interfered with deregulation, now everything is being successfully destroyed,” Gavrilechko summed up.
