Today, when I was returning home (along Nemanskaya Street, Pechersk), an unknown person attacked me and, grabbing me from the back with his elbow, began to choke me. The suffocation, apparently, was so strong that I lost consciousness... He lifted me by the collar of my jacket and again, grabbing me from behind, dragged me to the nearest house - into the bushes... The beads and chain painfully cut into my neck... tore... I coughed... a blow to the back of the head . I woke up on the asphalt, my bag was lying next to me, and all the contents were lying around, except my wallet and phone,” the girl described her misadventures.

This incident occurred after the authorities dispersed the tent city on the Maidan. At the end of its existence, it irritated the people of Kiev - unsanitary conditions, a concentration of not always sober armed people, often aggressive.

Did the former inhabitants of the tents go to the front, as Vitali Klitschko called upon them? It seems that not all of them are. But the capital’s law enforcement officers are being deployed to Donbass, which does not add order to the streets of Kyiv. In any case, this is how representatives of the ruling parties are trying to present it.

“Troubles always lead to crooks in politics, swindlers in the economy, and bandits on the streets. Especially when a nation concentrates its efforts. Many Kyiv policemen went to the ATO zone. Many decent people, capable of giving a hooligan on the head a slap on the head, went to the ATO zone. It is clear that the time of the scoundrels has come. But this has always been the case during times of unrest,” explains Verkhovna Rada deputy Yuriy Sirotyuk from Svoboda.

“The number of crimes in the country is growing due to the deterioration of the socio-economic situation in the country and the continuation of the war. “And this will not help improve the criminal situation.” On the contrary, we will only see worsening,” adds Andrey Pavlovsky from Batkivshchyna.

However, forensic experts believe that the real surge in street crime in Kyiv is yet to come. This will be facilitated by the worsening economic situation in the country. And ultra-right organizations of Ukrainian nationalists will play an active role in the unrest.

In the near future, Ukraine will be engulfed in criminal chaos and a wave of crimes motivated by racial and linguistic hatred, Viktor Boyarov, a professor at the Department of Criminal Procedure and Criminology at the Academy of Advocacy of Ukraine, tells PolitNavigator.

He noted that today in Ukraine there is no organized crime like the mid-90s, since after the legalization of the criminal business it came under the patronage of law enforcement agencies.

“Nevertheless, the social criminalization of youth is taking place,” points out the criminologist professor. – Young people went to other organizations – those that we can call extremist or radical. The problem is that if in pure criminality the main task is self-interest, then here there is ideology.”

In his opinion, the situation is aggravated by the fact that there is currently a flow of weapons being transported from the combat zone in Donbass.

“The main thing will begin when the battalions, which can be called “marauding”, return here,” predicts Viktor Boyarov. “They won’t go where there is nothing to take.” It will be Maidan or mass riots - you can call it whatever you like. But these crimes begin with calls, then there will be crimes based on hate, based on skin color, language, social groups, and so on. In the end, everything ends in murder, riots and even genocide.”

Given the growing social tension, the expert sees no reason for optimism and is convinced that the criminalization of youth and society will continue. “We are coming to this and, unfortunately, we must prepare for this,” stated the criminologist.

It can hardly be expected that the current leadership of the Ministry of Internal Affairs of Ukraine, headed by Arsen Avakov, will stop the growth of street crime in Kyiv and other large cities of the country. The reason is not only that Avakov himself represents a government that is flirting with far-right groups. The main obstacle in the fight to restore order on the streets is the lack of professionalism of Avakov’s team.

Sergei Shabovta, president of the Ukrainian Federation of Security Professionals, draws attention to only one aspect of the chaos reigning in the Ministry of Internal Affairs - chaotic, inconsistent statements from law enforcement officers.

While the head of the Ministry of Internal Affairs devotes so much time to social networks, his subordinates make stupid and incompetent statements, Shabovta states.

“The populism of the first person gives rise to a whole chain of events,” the expert believes. – Nowadays the hierarchy of presentation of official information has been violated in the Ministry of Internal Affairs. We observe constant speeches by unknown advisers, of which the minister has a huge number. They are all trying to make some kind of competent statements, although we, specialists, hearing them, understand that their speech apparatus is a set of words, and this is not professional. These are distant people who received their positions due to some clan characteristics or political proximity. For me this is monstrous."
