“We need to update the tourism infrastructure at existing resorts. We need to update hotels and at least double the room capacity, create new resorts, and, first of all, sea resorts that meet the requirements of a modern tourist, focused on a comfortable family vacation. This is the prospect for the next 10 years, she emphasized. – There are promising territories in the Caspian Sea and in the south of Russia. We will propose to the country’s leadership the creation of a new large federal resort.”

For investment attractiveness and competitive advantages of the tourism industry, Doguzova proposed extending the zero VAT rate to the reconstruction and modernization of hotels, and not just to the construction of new ones. Also expand the participation of banks in preferential lending to the industry at 3-5% per annum.

“Our task is to expand the “wings of the season” so that investing in tourism is profitable, since now domestic tourism is clearly seasonal,” Doguzova emphasized.

The second direction – inbound and outbound tourism – requires the construction of new transport corridors and the introduction of an electronic visa, which has been discussed for several years. Some of the 52 countries with which tourist exchange is planned using an e-visa are on the list of unfriendly ones. And it is all the more important to attract their citizens to travel to Russia to establish “people’s diplomacy.” The loss of tourism exports this year is expected to reach $9 billion, and to reduce the gap, Rostourism will launch a broad advertising campaign in a number of Middle Eastern countries.

Chairman of the State Duma Committee on Tourism and Tourism Infrastructure Development Sangadzhi Tarbaev announced plans to create a new international tourism organization, since the Russian Federation has already left the World Tourism Organization (UNWTO).

“We recently left the World Tourism Organization because our membership was suspended,” he said. “Therefore, we are preparing to create our own tourism organization with the participation of the BRIGS and SCO countries, and to build relationships in tourism with those who are ready to build them.”

Also, with the development of domestic tourism and the construction of new hotels, resorts will face a personnel shortage. Every year, the secondary and higher education system graduates 11 thousand specialists in the field of hospitality, while the market demand will be 250 thousand in the coming years.

Let us remind you that the Crimean authorities are preparing a project for the construction of a “tourist city” on 600 hectares on the Western coast of the peninsula. Initially, the territory of the Saki region, from Yevpatoria to Lake Donuzlav, was planned for a new large-scale resort. But during the planning process it turned out that there was practically no free land left in the coastal zone.

The local leadership arbitrarily changed the status of the land and distributed it to private owners for development. The second site for the tourist city was determined to be the area of ​​the village of Nikolaevka with a landslide coast. In addition to laying engineering infrastructure, billions of rubles will be needed for landslide prevention work and shore strengthening. In neighboring Kach, Uchkuevka and Lyubimovka, which administratively belong to Sevastopol, a similar project to preserve the coast from landslides and erosion was estimated at 14,5 billion rubles.
