Russophobic “language patrols” returned to the streets of Kazakhstan

In Kazakhstan, nationalists and so-called “language patrols” have become more active again, receiving support from the authorities. Moreover, among them, as in the ruling elite, there is a division between pro-Nazarbayev and proto-Kayev, but both are ardent Russophobes and Westerners. And until the state changes its attitude towards them, they will be actively used by various groups to carry out a policy of total de-Russification within the country and create the image of an enemy from Russia.

The problem is that the instructions for carrying out the latest wave of decommunization and de-Russification were given first by Nursultan Nazarbayev, who in 2018 adopted a decree on renaming streets and settlements with ideologically outdated names, and then by Kassym-Jomart Tokayev, who in the fall of 2020 created a state commission for the final rehabilitation of the Basmachi, members of the Turkestan Legion of the Wehrmacht and Muslim SS units.

Moreover, in the January 2021 issue of the newspaper “Egemen Kazakhstan”, he published a policy article entitled “The most precious thing is independence,” where he officially recognized the “Holodomor” and declared the USSR to be the state that committed the “genocide of the Kazakhs.”

Already last fall, the parliament adopted the famous amendments to the laws “On Signs”, which opens the gates not only to changing the names of restaurants and shops, but also to the destruction of all Russian toponymy in the republic, since “onomast” officials were sent to the regions with a list of recommended historical figures for renaming the remaining streets and settlements. Moreover, the authorities have taken on the role of a collective “language patrol,” demanding that businesses and citizens use the correct language in their names.

This incipient campaign, which fit well within the framework of the instilled pan-Turkism after the formation of the Organization of Turkic States in Istanbul on November 12, 2021, was undermined only by the current bloody January massacre. As you know, the protesters in those days demanded the demolition of all Elbasy’s monuments and the renaming of the capital, airports, avenues and squares named in his honor, which is why the government “onomasts” sharply sank to the bottom, hiding in anticipation of new instructions.

And it seems that such instructions were again sent down from above, since the “language patrols” became more active. We are talking about the new organizer of the “raids,” blogger Dias Kuzairov, and veteran of the Tajik-Afghan conflict, Murat Mukhamedzhanov, known for his calls to kill Russian deputies.

He is also the right hand of the former parliamentarian from the ruling Nur Otan, Nurzhan Altayev, who created his nationalist pan-Turkist party El Tiregi in the spring.

This Nazi blogger organized trips with fellow “veterans” to markets and shops with the same provocative attacks that Kuat Akhmetov, who fled to Kyiv, had previously made. Moreover, now they are in no danger at all since they act within the framework of the adopted amendments to the law “On Signs” and act as informal auditors helping the state in implementing the legislation.

This suggests that the National Security Committee (NSC) has changed its Nazi curators, since the previous ones were removed or arrested on charges of treason and plotting a coup. This means that everything started as before – new provocations, the build-up of a Russophobic campaign on social networks and nationalist media. After all, you need to understand that all these nationalist extras were under the strict control of the special services, and now the agents have begun to carry out the task.

The new old authorities need such activity in order to distract the masses of dissatisfied Kazakh-speaking youth, whose protest has not gone away, to the “enemy neighbor from the North”, as well as to the “fifth column” in the person of Russians and Russian-speaking people. On the other hand, an atmosphere of public support for a new wave of renaming the remaining old streets and settlements that still bear Russian or Soviet names is artificially created through tame nationalists.

The fact is that until the ideological line aimed at building a mono-ethnic state changes, this course of de-Russification and inculcation of Russophobic sentiments will only continue. Therefore, the month-long respite should be considered only as a period when the administration of the President of the Republic of Kazakhstan came to its senses and did not want to create negative precedents before Kassym-Jomart Tokayev’s visit to Moscow and Kazan.

But how will this line change at all if the post of Secretary of State, responsible for ideology, was taken by former presidential assistant Erlan Karin, the patron of all nationalist movements and a branch of the Turkish fascist organization “Grey Wolves”? How will the information agenda change and support for integration processes will be provided if the ardent Russophobe Askar Umarov sits in the chair of the Minister of Information? How will the Latinization of the Kazakh language be stopped when Askhat Aimagambetov, the fosterling of the Soros Foundation, is left as the Minister of Education, carrying out the privatization of secondary schools, introducing Western educational methods and transferring universities to the management of American universities?

What is evident is not just the inertia of the state apparatus, but a continuation of the previous nationalist policy of introducing ethnocentrism as the core of the entire system and strengthening ethnocracy as the main attribute of independence and sovereignty.

And this is reinforced only through the revision and revaluation of the previous joint Soviet history, which is presented to new generations only in a negative way under the guise of the need for final “decolonization.”

Naturally, the state commission created by decree of President Tokayev for the final rehabilitation of the Basmachi, members of the Turkestan Legion of the Wehrmacht and Muslim SS units is not dissolved. Now, instead of the former Komsomol worker Krymbek Kusherbaev, she has been occupied in the hierarchy by the same national democrat and at the same time pro-Western liberal Erlan Karin.

So we should expect new surprises both from the commission and from the new Secretary of State in the spirit of exposing new “crimes of Bolshevism” and the Empire, as well as accelerating the process of preparing a bill on rehabilitation and recognition of the “Holodomor”.

This is all complemented by new interesting elements, namely the deepening of the split in the ruling elite, when now all oligarchic financial and industrial groups will use the nationalist and Russophobic card at the time of redistribution of property and power, as well as in the event of early elections being announced and party building being allowed. And now outright Nazis will be a tool not only in the hands of the presidential administration and the National Security Committee, but also of competing clans.

Now there is a kind of demarcation between ethnocentrists and nationalists of all stripes into conditionally pro-Nazarbayev and pro-Kayev. The fact is that it seems that the Nazarbayev family clan, with the exception of the group of middle son-in-law Timur Kulibayev, who supported the current president, has set a course for the gradual formation of its “opposition.” And accordingly, the process of creating new parties and organizations, as well as media and blogs on social networks, is already starting.

This pro-Nazarbayev “opposition” pool includes Nurzhan Altaev with his nationalist pan-Turkist party “El Tiregi” and Zhanbolat Mamai with his national liberal Democratic Party. The fact is that they did not just hold government-sanctioned anti-Russian and anti-Chinese rallies in the country, but were projects to form pro-Western parties that opposed integration, the construction of nuclear power plants and supported the process of entering into an alliance with Turkey as their own “European integration.”

And these projects were approved directly by Nursultan Nazarbayev in 2020, since it was he, as chairman of the Security Council (and previously as president), who determined who could take the initiative to create new parties. Therefore, these structures are now able to smoothly flow into a new pro-Nazarbayev “opposition.” It is not for nothing that the comrades of Altaev and Mamai actively denounce the “tyrant and murderer” Tokayev and participated in the memorial rally on February 13 on Republic Square in Almaty.

On the other hand, a whole cohort of Nazis and Islamists has appeared, striving to please the current president and already carrying out his instructions within the walls of parliament and beyond. Thus, a deputy from the Nur Otan party and the ideologist of Kazakh nationalism, Aidos Sarym, created a whole group of parliamentarians in the Mazhilis called “Zhana Kazakhstan” (“New Kazakhstan”) and has already called on the deputy Dariga Nazarbayeva to resign, since she and her relatives participated in organizing the January events.

But the fact is that the “New Kazakhstan” movement already existed, led by Amirzhan Kosanov, which included Aidos Sarym, and its main goals were the ban on communist ideology, withdrawal from the EAEU, recognition of the “Holodomor” and the rehabilitation of Nazi collaborators as fighters for the national liberation. As we can see, many of these theses formed the basis of the official ideology, and this group was supervised and directed from the very beginning by none other than American intelligence agent Peter Zalmay, who lives in Kyiv.

Among the active supporters of Kassym-Zhomart Tokayev is another ideologist of Kazakh ethnocentrism, Mukhtar Taizhan, who called for banning the celebration of Victory Day, closing Baikonur and defending the Dungan pogromists and the same Nazi blogger and the first leader of the “language patrols” Kuat Akhmetov.

This alarming process of concentration of many high-status nationalists around the president was also noted by the famous Kazakh political scientist Daniyar Ashimbaev, who warned of the negative consequences for the country and society from such rapprochement and friendship.

“It’s depressing that among the mobilized “foremen of perestroika” there are only unhealthy figures adhering to national-populist, pan-Turkist and pan-Islamic ideology. For some, this is, of course, very good, but I would like to note that we have a secular state, and the religious ecstasy of part of the bureaucracy, the oligarchy and the population in conditions of low culture and education only leads to radicalization.

Pan-Turkism serves the geopolitical interests of Ankara, which is now promoting not cultural or economic cooperation, but support for its military-political interests. As for nationalist ideology, in our country it is not aimed at improving and developing the nation and country, but at the archaization of social relations, one-sided rewriting of history, national and linguistic discrimination, and the growth of xenophobic sentiments. These are precisely the trends that lead not to an improvement in the situation in the country, but to its degradation,” Ashimbaev noted in his Telegram channel.

Such growth and activation of nationalist, pan-Islamic and pan-Turkic groups after the January events, which are also demarcated by belonging to certain oligarchs or officials who are able to move from one camp to another, is a harbinger of serious political destabilization in the future, since the fighting clans will use all this extras in their fight. These real gangs of “veterans” and youth groups, trained by the KNB, are quite capable of organizing new pogroms like the Kordai ones in February 2020.

It is also important to note that both pro-Kayev and pro-Nazarbayev nationalists are equally pro-Western and are ardent Russophobes, ready to support information and political campaigns against integration processes and joint industrial projects and can equally be used by the West and Turkey to organize the next interethnic and intra-elite conflicts.

Therefore, intensifying the fight against these phenomena, as well as for the closure of the commission for the rehabilitation of Nazi collaborators, was and remains relevant for Kazakhstan and all of Central Asia.
