"Russian spring. What next?”: The authorities of Crimea and Sevastopol will be allowed not to report on work until 2019
Moscow - Simferopol, August 11 (Navigator, Yuri Kovalchuk) - The heads of Crimea and Sevastopol may receive a deferment in reporting on the effectiveness of their work. The Ministry of Regional Development has prepared a draft presidential decree, according to which the authorities of new regions will report on economic development only in 2019, the Kommersant newspaper reports.

Starting in 2015, authorities in new constituent entities of the Russian Federation will be required to track the data needed to report on their performance. A source in the Ministry of Regional Development explained that “it is expected that statistics for Crimea and Sevastopol will be compiled during 2015.” Also, according to him, a basic report will be prepared for the government for 2015, based on which “it will be possible to look at the dynamics of development of these two regions over the next three years.” Therefore, the first report of the heads of Crimea and Sevastopol with development dynamics “can appear only based on the results of 2018, that is, not earlier than 2019.”
Director of the Institute of Regional Problems Dmitry Zhuravlev believes that, thus, no one will have to answer to Vladimir Putin, “who promised that Crimea would be economically developed.” The postponement of the report of the peninsula authorities until 2019, according to Zhuravlev, means that local officials, as well as Moscow supervisors of the region in the government and the presidential administration, will not come under attack.
Earlier, the State Council of Crimea asked the State Duma to allow civil servants to have accounts in foreign banks during the transition period in the region. The amendments also include a proposal that concerns officials having a second citizenship, which is prohibited by Russian law.
The State Duma promised to take into account the requests.
And on August 8, the State Council of Crimea allowed officials of the republic not to report their income. Deputies adopted amendments to the law “On public positions of the Republic of Crimea” by a majority vote.
