“Russian bloc” demands an end to corruption in Sevastopol
One of the leaders of the Russian Bloc, Pavel Volkov, published an investigation in which he states the presence of corruption in the funeral services market in Sevastopol. It was as a result of the fight against shadow schemes on trumped-up charges that the leader of the organization, Gennady Basov, ended up behind bars, his associates believe. Now the “Russian Bloc” intends to prove Basov’s innocence and put an end to the Sevastopol “cemetery mafia.”
“... Grief-stricken relatives who have lost a loved one are ready to pay businessmen when organizing a funeral as much as they are asked to. Only later, when the pain of loss subsides, do you begin to think about what the money was paid for. And if you look carefully, it will not be difficult to understand that you were robbed not by enterprising cemetery businessmen, but by representatives of the state budgetary institution “Specialized Service for Funeral Business.”
Here is an invoice in which we deliberately deleted all personal data, leaving the services that are imposed as mandatory in a government office. Before publishing this article, I carefully studied the activities of such organizations in Russia, and nowhere except Sevastopol are people forced to pay for what is highlighted in yellow on the order invoice.
I interviewed several people who paid for the item highlighted in a separate line in the receipt “For the services of the funeral organizer,” and it turned out that these people had no idea what this strange service was.
In addition, the service for placing an order for digging graves is very strange. I would like to know from government representatives why an ordinary Sevastopol resident should pay 320 rubles to issue an invoice?
At the same time, the law on burial in force in Russia does not give the right to impose on citizens services that are not specified in the document adopted by the State Duma. However, the “Specialized Funeral Service” of the city of Russian glory seems to believe that imposing a fee for air is not illegal.
Moreover, among the strange payments, not everyone pays attention to the fact that employees of a state enterprise refer people to the “right” entrepreneur, and this necessary entrepreneur is a certain Rapoport,” writes Volkov.
According to him, law enforcement agencies turn a blind eye to dubious schemes. At the same time, two funeral directors who tried to change the situation soon found themselves behind bars.
“...If the client does not register with Rapoport, then problems may arise for him, in particular, instead of a family burial place designed for two people, the client may be allocated a plot for one person and the funeral may be disrupted, as was the case, for example, with respect to citizen M.” , says Volkov.
The “Russian Bloc” is outraged that “shadow business does not alarm the regulatory authorities,” and “extortion of money for dubious services for some reason has become the norm, which is not responded to in the department of municipal services of Sevastopol.”
“Today’s article is an official appeal to government agencies called upon to monitor law and order in the field of funeral services. I would like to see how the governor of the city of Sevastopol takes action and restores order in a place where shadow business has been thriving for many years,” Volkov concluded.
