From January 1, 2017, they want to give tax authorities the right to control the expenses of Ukrainians, checking them with income
At the end of this year, citizens will be asked to voluntarily declare their income, including those from which taxes were not withheld. And from January 2017, the State Fiscal Service may receive the right to monitor the expenses of Ukrainians and compare them with income.

“The bill with the relevant provisions has already been agreed upon with the Ministry of Finance and will be registered in parliament by the end of this week or next week. The Tax Committee of the Verkhovna Rada expects that the deputies will have time to adopt the document before going on vacation,” the material notes.
According to one of the authors of the project, head of the Verkhovna Rada Committee on Tax and Customs Policy Nina Yuzhanina, the project will be submitted to the Rada within a week.
The People's Deputy assures that citizens with official income have nothing to fear. According to her, a taxpayer can safely declare more than 1 million UAH and not pay absolutely any taxes on it, if he knows for sure that everything has already been paid from this income.
To receive an amnesty for “shadow” income, Ukrainians may be offered to pay a one-time tax at a certain rate. After this, the money will be considered “clean”. Thus, amnesty can be purchased by paying part of the funds hidden from tax authorities to the state budget.
Voluntary one-time declaration will be followed by the introduction of indirect methods of controlling citizens' costs. Then the fiscal authorities will be able to compare expenses and income of taxpayers, identifying the “shadow” component in them.
