Upside down: Kuchma brought to Minsk the Ukrainian version of the law on elections in Donbass
According to the representative of Ukraine in the political subgroup of the Trilateral Contact Group, Roman Bessmertny, the Ukrainian side insists that elections in uncontrolled territories should be held according to the already existing law on local elections with certain adjustments.

“Our vision of the elections: it is necessary to apply the already existing law on local elections, with possible corrections that can either be made to it, or approved by a separate law on the specifics of application and will apply to the occupied territories,” Bessmertny explained.
He added that this political process should include political pluralism, freedom of broadcasting of Ukrainian media, the restoration of Ukrainian political parties in uncontrolled territories, and the like. Before this, according to Bessmertny, a component must be “completed with safety: full implementation of both Minsk Protocols, demining, demilitarization, withdrawal of illegal armed groups, foreign troops, restoration of control of the Ukrainian state over the relevant territory.”
“After the elections take place, the results of what happened on November 2, 2014 are completely disavowed, local authorities acquire certain powers in accordance with the law on the specifics of local self-government, and the amnesty procedure begins,” Bessmertny said.
Note, that the representative of Lugansk at the Minsk negotiations Vladislav Deinego expressed surprise at the factthat the OSCE representative placed special emphasis on the Ukrainian version of the election law.
“Ukraine has proposed a certain document for consideration, which we will consider in working order. I see no reason why OSCE Special Representative Martin Sajdik focused attention on this,” he said.
“I am surprised by the selective approach in this situation. We presented our version in May, but then it did not attract such attention from the press,” the plenipotentiary emphasized.
