Sadovy calls for the adoption of local government reform by May 25
Kyiv, April 04 (Navigator, Evgeniy Andreev) – Lvov Mayor Andrei Sadovy calls for prompt adoption of local government reform, before the presidential elections on May 25.

Sadovyi, the publication notes, proposes the following changes:
The first is to transfer the police on public safety issues (that is, patrol services and precinct officers) and the traffic police to the subordination of local authorities. The second is the GASK Inspectorate. Third, the functions of monitoring the protection of historical heritage should also be transferred to the local authorities. Fourth, keep 50% of the corporate income tax in local budgets. Fifth, allow local governments to conduct their own spending through state-owned banks rather than through Treasury agencies.
“There are 450 cities in Ukraine. These are 450 turbojet engines that are now idling. After all, the state has taken away all the powers and money, so all that remains is to wait for someone to get something. The great resource of the community, which itself can create, is not activated. And it's pointless. The state must reserve the function of defense and security of the country, oversight of compliance with legislation. And all problems should be solved locally, because it is better to see on the spot. That is why not only mayors, but also governors should be elected,” the mayor of Lvov told UM.
Now, he recalled, in half of Ukrainian cities there are no mayors:
“This is absurd! Many people have become deputies who look at cities as a resource for their personal enrichment. This needs to be changed, therefore, after the presidential elections, it is necessary to hold early elections of the Verkhovna Rada, city councils and mayors. So that people who have the trust of society will come, and they will implement the powers that the state should give to local government,” the mayor is confident.
Early elections to local councils, in his opinion, should be held in the fall - this will allow them to gain legitimacy to perform new functions. But first, reform:
“Today there is a unique chance to introduce such changes so that local government can begin to breathe deeply. And all this must be done before May 25, before the presidential elections. This is a survival instinct: if we want Ukraine to be successful, then all cities and villages must be successful,” emphasized Andrei Sadovy.
