This was reported on Twitter by the Poroshenko administration.

“Since November 3, the system has been operating in viewing mode. We have updated our work with new mechanisms to prevent manipulation,” the Presidential Administration said.

The AP checked where the petitions were registered from and who voted for them, and found out that many appeals to Poroshenko were sent by users from Russia.

“A user with an email address whose servers are located in the Russian Federation will no longer be able to vote,” the message says.
