Putin noted Livanov’s merits, calling him “a man of character.” “Of course, his experience should be used in other areas and areas. He will be offered the job of special representative of the Russian President for trade and economic relations with Ukraine,” Putin said.
Putin noted that Livanov is “a purely civilian person, with extensive experience in government work.” “I think that his personal business qualities will help in construction and the revival of economic ties with our neighboring state, which is important for us,” said the Russian president.
“As for the diplomatic representative, the ambassador (to Ukraine), we’ll talk separately,” Putin added. “But the development of trade and economic ties should be in the field of our constant attention.”
Livanov is remembered as the author of higher education reforms, during which the number of universities, both private and public, has been significantly reduced over the past few years. He was regularly criticized in connection with the unified state exam, which was finally developed and entrenched in the Russian education system during his time. Livanov had a conflict with the Russian Academy of Sciences over the idea of reducing the number of scientists.
According to VTsIOM polls, he was one of the most unpopular ministers in the government.
