The government of the Republic of Crimea promises to open free access to sea beaches and embankments for everyone, but only by the next season. So far, this has been hampered by numerous fences and illegal buildings in squatted areas, reports RBC.

Commercial structures that were illegally erected in the coastal strip will be dismantled to provide people with free access to the sea, said Deputy Prime Minister of the Government of the Republic of Crimea Ruslan Balbek. The entire coastline will be cleared of illegal buildings by 2016, he promised.

Illegal buildings occupy almost 1,5 thousand hectares. The register of unauthorized construction includes 3,5 thousand objects, a third of them are capital ones. The most problematic areas are coastal areas with spontaneous development: mini-hotels, cafes and restaurants, entertainment venues.

At the beginning of May, Crimean parliamentarians introduced a bill to the State Duma of the Russian Federation that would allow local authorities to independently make decisions on the liquidation of unauthorized construction in the region without a court decision until the end of 2016.

According to Ruslan Balbek, most of the illegal catering establishments in the village of Solnechnogorskoye have already been dismantled. Next in line are legally unregistered cafes in the villages of Rybachye and Malorechenskoye (Alushta district).

In addition to unauthorized development on the peninsula, there is also a problem with squatting of beaches. For example, in Miskhor, where there is only one public beach, and 95% of the coastline is divided between several sanatoriums and private hotels, almost all beaches have become inaccessible to vacationers “from the outside.”

As an example of a gross violation of the law, Crimean officials cite the case of the construction of commercial real estate in the area of ​​the Kerch “Turtle” beach on a plot of 1 hectare, which is carried out by structures controlled by one of the deputies of the Kerch City Council. Because of their impending demolition of the illegal ones, the head of the Kerch administration, Sergei Pisarev, is threatened by phone.

An inventory of beaches is currently being carried out in the republic. In Crimea, no more than ten closed medical institutions will remain, the rest will be opened for public access. A specially created Intersectoral Board for Tourism will monitor compliance with the legality of using beach areas. As soon as a federal law is passed that will allow the demolition of illegal buildings by decision of local authorities, “all these Shanghais will be cleaned up,” Aksenov said.

Meanwhile, a month ago, the Council of Ministers of Crimea approved the procedure according to which unauthorized residential buildings can be legalized. To do this, the building must have no more than three above-ground and one underground floors, and its total area should not exceed 600 square meters. m. The building should not be located on lands that are already in use or ownership of other persons, and on areas intended for the placement of objects of state or municipal importance. Its location should not contradict urban planning documentation. Dilapidated buildings are not included in the amnesty. Only citizens of preferential categories apply for free land; others can either buy or rent the land.

“It may turn out that a garage installed by a citizen without permission will be demolished, and controlling structures will turn a blind eye to an illegal multi-story building due to the influence of its owner,” Vyacheslav Martynov, a member of the Public Chamber of Crimea, told reporters.

On June 9, deputies of the Legislative Assembly of Sevastopol rejected the initiative of the State Council to amend FKZ-6 on unauthorized construction. Deputy city prosecutor Vladimir Agapov reminded at a meeting of the legislative assembly about the right of property enshrined in the Constitution of the Russian Federation, and noted that only the court can make a decision on demolition.
