Even after the Ukrainian pogroms, Sberbank again refused to work in Crimea
Sberbank again refused to open branches in Crimea, explaining this by high risks. This was stated by Deputy of the Simferopol City Council Stepan Kiskin, who published a response to a request addressed to the Russian financial institution.

According to Kiskin, he sought an official response to his request for almost a year, and only after complaints to law enforcement agencies and the President of the Russian Federation, he received a letter signed by the Deputy Chairman of the Board of Sberbank PJSC Bella Zlatkis.
The letter states that “the provision of banking services in the territory of the Republic of Crimea entails high risks of strengthening measures of economic influence on Sberbank.” And Crimeans are offered to use bank branches on the mainland: “Sberbank branches are open to serve citizens and organizations living and registered in the territory of the Republic of Crimea.”
Kiskin believes that such a response from the largest Russian bank indicates that Crimeans are treated as second-class citizens of the Russian Federation: “It’s a shame that a leading Russian bank is looking for reasons not to work in Crimea. By not working on the peninsula, Sberbank PJSC demonstrates its attitude towards Crimean residents as second-class citizens of Russia. No sanctions can justify Sberbank.”
