This was reported by SBU press secretary Elena Gitlyanskaya.

“The decision to introduce an anti-terrorist operation in the Transcarpathian region was prepared, but not put into effect. This was done just in case,” Gitlyanskaya said.

A representative of the SBU confirmed that the decision was announced during a meeting of the temporary investigative commission to investigate the circumstances of the conflict in the Transcarpathian region. She added that they most likely will not start an ATO in Transcarpathia.

“According to the Head of the Main Investigation Department Grigory Stafiychuk, this is not necessary yet,” the SBU press secretary emphasized.
