According to the SBU, the dispatch service was organized by three local businessmen, and it served the countries of Central Asia and Europe.

“Businessmen did not pay taxes to the budget and did not officially employ people, but paid them in “envelopes.” Moreover, during the quarantine and the threat of the spread of COVID-19, the call center worked around the clock, and the staff was not provided with protective equipment,” the message says.
