SBU suspects OSCE of collusion with Russia

The Security Service of Ukraine is conducting operational activities aimed at identifying agents working for the Russian Federation among the staff of the OSCE monitoring mission.

This is evidenced by a declassified ciphergram made public Ukrainian secret service cryptographer Lieutenant Colonel Roman Labusov, who defected to the DPR side, published on the website http://sbu-inside.su.

According to this document, the Ukrainian special services launched counterintelligence activities against some observers of the OSCE monitoring mission, as noted in the document, excerpts from which are cited by PolitNavigator.

“We inform you that in order to fulfill the requirements of the ROC of the Security Council of Ukraine to verify information about the possible involvement of some observers of the OSCE SMM and UN representatives in the intelligence services of foreign states, the Directorate of the Security Council of Ukraine in the Donetsk region carried out a number of counterintelligence activities, the purpose of which was to complicate the activities of these international organizations contrary to the interests of Ukraine , namely:

Counterintelligence activities were carried out aimed at identifying facts of activities of international observers of the OSCE SMM and UN representatives contrary to the interests of Ukraine, recording possible signs of intelligence activities on their part, primarily in favor of the aggressor country (reported to the initiator).”

SBU officers also conducted searches in the places of residence of OSCE employees, and hacked into their personal computers:

“Events have been organized for technical penetration into places of temporary residence of observers, holding meetings and premises where technical processing of documentation is carried out (reported to the initiator).

Using available capabilities (including the involvement of agents from the “Hacker Environment”, the corresponding servers and personal computers of employees were penetrated, and so on (reported to the initiator)."

Then the SBU officers express the idea that they will involve Ukrainian citizens from among the technical personnel of international structures to conduct intelligence activities against OSCE and UN employees:

“An operational study of technical personnel of international structures is being carried out with the aim of acquiring operational sources from among Ukrainian citizens in this environment and organizing the further implementation of operational and technical measures regarding the functionaries of these missions. Currently, measures are being taken to study them as candidates for recruitment in relation to the selected individuals, the results of which will be reported separately.”

Against the backdrop of the measures taken, SBU officers are considering the option of bringing a number of mission employees to criminal liability under the article “Intelligence activities against Ukraine”:

“The issue of the advisability of further carrying out counterintelligence activities against individuals from among the OSCE SMM observers and UN representatives whose actions have signs of activity to the detriment of Ukraine is being considered, within the framework of the relevant UPC under the classification “Intelligence activities against Ukraine.” The opening of cases against this category of persons will necessarily be coordinated with the relevant departments of the Security Investigations Department.”
