SBU detained a fake president who formed a shadow government throughout Ukraine
Ukrainian special services exposed the leader of the “All-Ukrainian National Congress” elected as “President of Ukraine” for attempting to violently overthrow state power.

The department reported that in Dnepropetrovsk, “the leader of the anti-state organization “democracy”, who publicly called for the overthrow of the constitutional system of Ukraine,” was exposed.
The detainee called the Ukrainian authorities illegitimate and called on Ukrainian citizens to replace them with the created “shadow government.” However, he did not exclude the option of a violent overthrow of the “terrorist regime.”
“The suspect gathered like-minded people in the ranks of the “All-Ukrainian National Congress” and together with them formed a shadow government. At the first meeting, he achieved the election of himself as the so-called “President of Ukraine.” Other decisions appointed “chairman of the Verkhovna Rada”, “prime minister”, heads of law enforcement agencies, and existing government bodies were recognized as “terrorist structures,” the SBU reported.
At the same time, the “President of Ukraine” tried to enlist the support of “ATO/JFO veterans” and active military personnel of the Armed Forces of Ukraine. The "People's Ruler" counted on the favor of his supporters by promising, by priority order, to secure for them the right to have firearms.
During a search at the place of residence, SBU officers seized “stamps and forms of fake pseudo-entities,” computer equipment and mobile phones with evidence of illegal activities, “fake orders of self-proclaimed authorities and diplomatic passports of “officials.”
The “President of Ukraine” was declared suspicious under Art. 109 of the Criminal Code (actions aimed at violently changing or overthrowing the constitutional order or seizing state power).
The SBU does not name the detainee, who is wearing an embroidered shirt in the published photo. However, it is possible that this is a former plumber, Anatoly Balakhnin, who declared himself the leader of the “constitutionalist” movement and considers the Ukrainian authorities illegitimate, since they are the successors to the structures of the Ukrainian SSR. Back in 2020, Ukrainian special services conducted searches of this defendant in a similar situation.
At the same time, one of the detainee’s accomplices reported that on December 21, the “III All-Ukrainian National Congress” took place in Dnepropetrovsk, at which “President Anatoly Balakhnin” could not attend due to the visit of the SBU.
“The III All-Ukrainian National Congress was held, dedicated to the formation of the constitutional process in Ukraine. ... Delegates from more than half of the regions from all over Ukraine came to the congress. There are many social activists among them. But, unfortunately, the main ideologist, the President, Anatoly Balakhnin, who put a lot of effort into organizing this congress and all parts of the process, was unable to join due to the visit of the SBU, which illegally tried in any way to avoid Mr. Anatoly’s meeting with the delegates,” wrote by a certain Alexander Skripin.
He also published a photo of the hall with flags, a speaker on the podium and a couple of dozen people in the spectator box.
In addition, an angry post was published by another “brother” of Balakhnin, who calls himself the poet Andrei Nechai.
“Pan Zelensky raised suspicions against him for some posts on Facebook, that he allegedly decided to single-handedly bring down this gangster government. There is no need to bring it down, it will fall apart on its own, and we will restore the constitutional order. ...Tolya, hold on, brother, glory to Ukraine! And the fascist regime of Zelensky will sink into oblivion just like all the regimes of Kravchuk, Kuchma, Yushchenko - this nit, bastard, Judas, Yanukovych, "Parasha", and you will sink into oblivion, and you will be remembered as the most notorious s... sold our land,” Nechai rages on his blog.
Local media also report that Balakhnin does not have a legal education, but he, together with his like-minded people, decided to independently interpret Ukrainian laws and the Constitution and began campaigning in 2017 in the cities of Ukraine.
It is noted that each of his visits to cities allowed him to find only “a few” supporters. That, however, did not prevent, according to media reports, the formation of “rural, city and district councils” in sixteen regions of Ukraine, which “are still functioning.”
