On December 30, an extraordinary meeting of the People's Council of the LPR will be held, during which the draft of the new Constitution of the republic will be considered, which will set out the parliamentary model for electing the leadership of the LPR. The DPR will do the same.

Thus, a source close to the leadership of the LPR told the publication that according to the draft document, the head of the republic will be elected not by direct popular vote, as was intended since the adoption of the first constitution on May 18, 2014 (the first elections were held on November 2 of the same year), but through parliament.
“Such an order now exists in the republics of the North Caucasus (except Chechnya), Crimea, Nenets, Yamalo-Nenets and Khanty-Mansi Autonomous Okrugs,” the newspaper recalls.
According to another source, a similar clause will be in the DPR constitution, which the People’s Council of the Republic also plans to adopt today.
The publication’s interlocutor said that initially the Kremlin’s internal political bloc considered the possibility of maintaining direct gubernatorial elections in the new territories, but later the concept changed.
“Under martial law, this is probably more correct,” he said.
According to Kommersant, the final decision on this issue was taken by the federal center until the very last moment.
According to political scientist Rostislav Turovsky, this is an expected decision, since “it would be strange if direct gubernatorial elections were held against the backdrop of martial law (in force in the new regions since October 19”).
“It’s easier to hold elections to regional parliaments, which is apparently what we are talking about, and then use the deputy corps to elect the leadership of the region,” the expert said.
