During the first weeks of his tenure at the highest post of Ukraine, Vladimir Zelensky demonstrated that he is not ready for the role of president. Donbass is waiting for its general Lebed, who will harshly voice an ultimatum, after which the fire will cease, as happened in Transnistria. The issuance of Russian passports gives hope that this will happen.

Journalist Igor Ortsev, a former deputy of the Lugansk City Council, told PolitNavigator columnist Valentin Filippov about this.

Valentin Filippov: Igor, hello! Ukraine has a new president, but the promises are old. Ukraine is about to join the EU thanks to a referendum, the hryvnia will be equalized one to one with the euro. An average salary of 12 thousand hryvnia will be very respectable. Will Ukraine take back not only Donbass and Crimea, but also, say, Moscow, St. Petersburg, Yekaterinburg, Omsk, Novosibirsk? It seems to me that we all deserve 12 thousand hryvnia, equivalent to the euro.

Igor Ortsev: Listen, well, it seems to me, probably, the Kuril Islands, about which there is a dispute now.

Naturally, Ukraine is turning into new-Vasyuki. But I wonder, this time it was the saboteurs of which president who slipped the piece of paper to Zelensky? Yushchenko perhaps?

There was a sabotage the other day - that “Russia will be destroyed” and all that, but it turned out that this was Poroshenko’s speech. But this is interesting, whose?

Valentin Filippov: You know, the last time I heard such garbage was probably in 1990, only then they were talking about rubles...

Igor Ortsev: Kravchuk, probably Kravchuk.

Valentin Filippov: Yes, yes, that we will distribute dollars at a price of 61 kopecks, and we will all live.

Igor Ortsev: At first, Kravchuk, whatever he was there, there was supposed to be a small Switzerland... Well, now it will no longer be small, but it will be the center of the European Union.

Valentin Filippov: But if there are no jokes. The man clearly didn’t say this from a piece of paper.

Igor Ortsev: This suggests that the person is completely out of place: the captain of the KVN team, an actor, but not the president.

Yes, it evokes emotions, but this is an empty place as a politician and as a president. That is, the person is absolutely not in the subject, that is, for some reason, his environment does not even bother to teach him something, or he himself is such that he believes that he is in the know.

Valentin Filippov: But I have another thing: don’t we all feel threatened by the fact that, in addition to everything, Zelensky said that “our heroes” will go on rotation to rest in Europe, and their place will be replaced by European soldiers.

Igor Ortsev: I doubt that any European military in their right mind would willingly send their people there. Well, let's be honest, Zelensky is an idiot, a real idiot, just a moron. That is, he is in a role, he simply does not notice the difference between the role of a “servant of the people” and the post that he received at the ball.

I doubt at all that he was ready for this. That is, they launched this crap there with Kolomoisky in order to take away some votes there, I think that everything worked for Tymoshenko, and then something like this happened... The Ukrainian people have shown themselves.

Valentin Filippov: Well, people have a sense of humor.

Igor Ortsev: There was everything, but this has never happened before. And so, dude, he himself didn’t understand where he ended up. That is, this report is from Donbass, where, it seems to me, he either smoked, or snorted, or something else, he was all sweaty, all pale, some gestures - a man, well, absolutely out of his element, tugging at these curtains in someone else's house, looking into this bathtub.

He still hasn’t realized where he ended up and who he is. This is absolutely a miracle. Watching this is wonderful, but living in this country...

There are still normal people in Ukraine, many of them remain, who are forced to live and watch this. Well, this is tough.

Valentin Filippov: From your point of view, what are the prospects for the Minsk agreements? Now everyone is trumpeting that some kind of shift has begun.

Igor Ortsev: Well, these are basic things: stop shooting and change people. There are no problems, no difficulties in this at all. To stop the fire, you need to give the order “do not shoot”; whoever does not follow the order will be held accountable. Or shoot back, let’s say, well, it’s allowed there, we know that such measures exist on our side, that is, soldiers also repeatedly complain about this, that “It flies to us, but we are forbidden to shoot back.” Therefore, on our part, these measures have been taken, simply - by decree of the commander-in-chief - he prohibits opening fire. Actually, this is what Kuchma said: “There is a need to unilaterally cease fire.” That is, these are basic things.

In my opinion, exchanging these prisoners is also not difficult. But everything further that is spelled out in the Minsk agreements, these are just the first points: separation of the parties, exchange, and then everything went further, and everything that comes next will cause certain difficulties, because these are political decisions , and not the military will already be.

And military decisions, well, stop shooting, are elementary.

Valentin Filippov: But for some reason this did not happen in 5 years. I’m even surprised when I look into the history of other countries. There were such concepts as “strange war”. When people didn’t shoot at each other for a year, they sat opposite each other in the trenches.

Somehow it turns out that in 5 years the two warring sides, sitting in the trenches, have not established relations and have not stopped shooting at each other?

This is very strange, because for a soldier on the battlefield, the enemy is closer than the command in the capital. It is easier for him to improve his life by agreeing with the enemy not to shoot and to live peacefully in his trench.

Igor Ortsev: There are soldiers, and there are those who give these orders, but in general on the Ukrainian side there is a complete mess: not only the Ukrainian Armed Forces are involved there. First, these battalions were withdrawn, then they consolidated there again. In general, there is a mess going on there. It’s easy to put things in order. Here is an example from Transnistria, when General Lebed clearly and harshly said: “Another shell is coming here, and we will be standing in Chisinau.” That's all.

Valentin Filippov: From our side, no one says like that: “One more shell, and we will enter Kyiv.”

Igor Ortsev: There is no General Lebed on our side. If Shoigu appears on our side, if they come in like they did and say... I think it will happen soon. A little bit now people will receive Russian passports and, most likely, there will be such a scenario. This war will be stopped, but it will be stopped naturally, not by this puppet of Kolomoisky, who has the hand of Igor Valeryevich, Arsen Avakov, in his ass, Pinchuk is still sticking his third hand in, now Trump will stick it in, it’s generally painful for him to walk.

How can you fulfill the duties of commander-in-chief? In general, he should be carried on a stretcher, brought to the front line and on an amphetamine. Because with so many hands in the ass, and, you see, the person is talking such nonsense, such nonsense, that he should not have taken a urine test, but undergo a psychiatric examination.

Valentin Filippov: What do your fellow countrymen say about the progress of passportization in the Lugansk People's Republic, that is, how organized is everything there?

Igor Ortsev: In general, how is it organized? Organized in standard passport offices, which are what they were. In which the throughput, well, let's say, was not good at the best of times. The queues are crazy, and it was possible to organize some kind of coupons in the queue. But these people stand there day and night, writing it all down in notebooks, you need to come and check in.

My friend conducted an experiment: he went and signed up for the 470th, he went for several days, and something was not progressing too much, in general, the prospect was there for about six months.

Valentin Filippov: I remember in Crimea in 800, it was something like this. There were also XNUMX people standing there.

Igor Ortsev: Yes, but here they just changed it, but there is a whole procedure going on.

Valentin Filippov: They changed things here quickly, but then there were a lot of refugees in Crimea, and there were queues...

Igor Ortsev: I'm in the same situation. In general, I went around these institutions, also these notebooks, there were some notes there, and this was in order to submit documents for a temporary residence permit, and the programs did not work here. And, in general, I spat. I just now handed in the documents for a temporary residence permit. Earlier I received our passport – LPR.

Valentin Filippov: Is it really impossible for residents of Donbass to contact FMS offices in Russia to avoid queues?

Igor Ortsev: There is not one decree, but two decrees. One decree concerns people who permanently reside in the Luhansk and Donetsk regions, and the second decree concerns people who already have a temporary residence permit or residence permit here, and they can immediately obtain citizenship.

For Donbass there is a special procedure, which means that you hand over documents there, they are taken to Russian territory, they are examined, then they call you, you take the oath on the territory, and return. There is not a single living person who has undergone this procedure...

Perhaps, when this first person appears, the happy owner who received it this way, according to this first decree, well then, maybe, this mechanism will somehow work.

Valentin Filippov: What percentage of LPR residents must receive Russian passports in order for their protection on the territory of Donbass by the Russian army to become possible?

Igor Ortsev: Would you like to be the first person to receive this passport? and immediately his general Lebed appeared and said: “Guys, one more shell, and we will stand in Kyiv.”
