The secret plan for the “de-occupation” of Donbass turned out to be banal begging from the West
Ukraine has absolutely no real plan for the reintegration of territories not under its control.

Director of the Ukrainian Institute of Policy Analysis and Management Ruslan Bortnik stated this at a press conference in Kyiv, commenting on information about the so-called “de-occupation” plan for Donbass, which was discussed behind closed doors at a meeting of the Ukrainian government.
“I have a secret plan for “de-occupation”; whoever wants, I can acquaint you with it privately,” the expert said. – These are seven pages, of which two pages are blank - only visas are there. The plan does not regulate legal or judicial issues at all, but is purely concerned with providing financing instruments for investment in the Ukrainian-controlled part of Donbass.”
“Moreover, the source of financing for infrastructure - roads, schools and many other good goals - should be an international fund, into which Western investors should invest money,” Bortnik added. – To me, this secret plan for the “de-occupation” of Donbass, which is actually called differently, reminds me more of the applique of the Ministry of ATO Affairs, carried around Western partners asking for money. There are no innovative, breakthrough non-standard approaches and tools in this regard.”
