The way the competition to determine the contractor for the construction of an oncology clinic in Sevastopol is going, makes us suspect that the city government is pre-determined to award victory to a specific company.
Senator from Sevastopol Olga Timofeeva stated this on the NTS TV channel, a PolitNavigator correspondent reports.
“We can assume that this was all done under “their” company, which will pay the deposit, followed by an advance from the budget, which will actually compensate for this deposit. And then this company of its own may disappear again, or construction will come to the state that we see in the example of Victory Park,” Timofeeva said, meaning the reconstruction of the largest park in Sevastopol, which has already dragged on for two years and is accompanied by scandals, where the local government has already attracted a third contractor .
As for the construction of the hospital, the competition held in November was declared invalid: not a single application was received. On December 10, a new competition was announced with new conditions: the amount of the application security was reduced - in order to participate in the tender, it is enough to have not 119 million rubles in your account, but only 23.
Olga Timofeeva notes that in Russia there are reputable and reliable contracting organizations, their register is maintained by the Ministry of Health. But all of them did not take part in the purchase.
“The enterprises we contacted were not notified. The second thing that stopped these enterprises, which have a name, which bear responsibility, first of all, when they are involved in some process, some kind of work, they are embarrassed by the amount of collateral that has been determined - more than 700 million,” Timofeeva explained.
The fact is that, according to the terms of the competition, the amount of security for the execution of the contract must be presented in the form of a bank guarantee or own funds in the amount of 718 million rubles - this is a third of the total contract amount. In this case, the winner has the right to receive a significant advance.
“The ideal company performing such work would be one that has experience, has had positive implementations of similar projects, and has free funds of its own in order to be fully focused on the task when it gets involved in the work,” Timofeeva said.
The closing date for accepting applications from participants in the second competition for the construction of an oncology clinic is December 18. According to the technical specifications, the oncology clinic should be built in the area of Fiolentovskoye Shosse, 15. The completion date for the work is December 1, 2021.
The cost of the contract is 2 billion 396 million rubles. The customer for the construction of the cancer clinic is the state budgetary institution “Directorate of Capital Construction”.
