Sevastopol will live without a General Plan for another year - and the Security Council is waiting for the document in December
The general plan of Sevastopol will not be adopted at least until September 2019, when the next elections to the city legislative assembly will take place. Governor of Sevastopol Dmitry Ovsyannikov announced this today at a press conference in Moscow.
“I have no confidence that when I submit the General Plan, it will not be used as a flag by opponents, including deputies of the Legislative Assembly during the election campaign. Therefore, I adhere to the rule: as soon as it is thoroughly verified, I will take it out,” Ovsyannikov said.
The official has personal negative experience of public discussion of the General Plan before the elections, a PolitNavigator correspondent reports. In 2017, when Ovsyannikov’s gubernatorial campaign began, public hearings resulted in crowded protest rallies. Then they decided to slow down the adoption of the document and, apparently, intend to prolong this process as long as possible.
“We are in the process of finalizing the master plan. I have no confidence that the general plan that we will come up with will not cause rejection by residents. Because geographic information systems, property rights, cadastre and everything else are 60% complete. Therefore, we automatically create gigantic mistakes,” Ovsyannikov said.
It should be noted that on December 10, 2018, the deadline for approval of the General Plan of the city of Sevastopol and the rules of land use and development, established at an off-site meeting of the Security Council of the Russian Federation, expires.
As PolitNavigator previously reported, the chief architect of Sevastopol, Marina Rakova, recently resigned. According to local media, the official did not want to affix her signature to the governor’s orders related to urban planning.
