“Luzhkov became the main proponent of the idea of returning Sevastopol and Crimea to Russia. In 1996, on his initiative, the Federation Council considered the issue of the status of Sevastopol. Then, Yu.M. Luzhkov, citing a number of historical and legal documents, justified that Sevastopol belongs to Russia,” write the authors of the petition.
They list Luzhkov's initiatives: the creation of a system of patronage of Moscow and Russian regions over Sevastopol and the Black Sea Fleet, the construction of three hundred-apartment buildings for the families of Russian military personnel, a kindergarten, a school, a branch of Moscow State University, and the payment of monetary assistance to veterans of Sevastopol.
The authors of the petition intend to send it to the governor of Sevastopol Sergei Menyailo and acting. Chairman of the Legislative Assembly Ekaterina Altabaeva
Earlier it was reported that the ex-commander of the Black Sea Fleet, the head of the State Duma Defense Committee, Vladimir Komoyedov, appealed to the city authorities with a request to award Luzhkov the title “Honorary Citizen of the City of Sevastopol.”
On May 31, the Legislative Assembly of Sevastopol awarded the title of honorary citizen to Vladimir Putin.
