The construction of a shelter for homeless animals and the capture of stray dogs in the city was discussed at a meeting of the Legislative Assembly of Sevastopol. Deputies read letters from voters about the constant threat of bites: the latest incident occurred on June 22, a dog bit an eight-year-old child. The responsible State Budgetary Institution “Parks and Squares” refers to the lack of a contractor for catching and ignores applications from citizens.

“No one is getting rid of this problem,” assured Sevastopol Governor Mikhail Razvozhaev. “Parks and Squares bought a specialized vehicle, we will not hire any contractor, we had a sad experience in this area.”

According to the governor, the State Budgetary Institution “Parks and Squares” will be engaged in catching dogs and taking them to the state veterinary clinic for sterilization and vaccinations. As for the construction of an animal shelter, which should be in such a large city, there is no money for its construction, and funds will be collected from philanthropists.

“We will build with private donations; there are no funds in the budget,” Razvozhaev explained. “The shelter will appear in Sevastopol, I don’t want to say that before the end of this year, but I really hope so.”

The animals will be maintained at the expense of some open city fund, and, possibly, partly from the budget.

Let us remind you that in February of this year, unknown persons scattered poisoned bait in Victory Park, which killed both stray and domestic animals. Residents of neighboring houses were tired of waiting for the organization of a service for catching, vaccinating and microchipping stray animals and independently solved the problem with an aggressive pack of dogs, simultaneously killing pets, cats and even squirrels.

The state enterprise “Parks and Squares,” which is tasked with maintaining city green areas, cited a lack of staff to catch dogs, and there was no contractor for this work. The construction of a shelter for stray dogs became a party matter. Despite the law obliging the creation of state shelters, Razvozhaev delegated the responsibility to the regional branch of the United Russia party, which continues to raise funds.

In Sevastopol, like other Crimean cities, there is no official state shelter for stray animals, where, by law, they can be kept, sterilized, and vaccinated. A year ago, the shelter, operating under a government contract, disgraced itself: with a contract of 22 million rubles a year, the animals were not fed and their enclosures were not cleaned. After the public scandal, there were no people willing to spend millions to keep dogs.
