According to Malo, Sevastopol has already become a city of over a million people, but its problem is that about half of the population lives here unofficially. This puts a strain on the social sector and can provoke destabilization.

“Sochi has a population of 500 thousand, a budget of 14 billion, this population is permanent. We also have 500 thousand. But our population is variable - we already feel that it is around a million, but it is not registered. And we understand why it is not registered here - most likely, even the housing that will be built, people simply will not register there officially. Because we must understand that we have a geopolitical [situation]. They will not be registered, we are putting a strain on the city itself, on the roads, on garbage collection, on hospitals, on schools. There is nothing official, but there are people, it turns out like this,” Malko said.

“Secondly, they come, we can already see, with the hope that they will work here. Firstly, people who write resumes expect that there will be 70-80 thousand here, then they start looking for work here, they don’t find it and many leave back. Someone tries to open a business here, it doesn’t work out and he leaves. Those who remain, we see, it turns out that everything is connected here - people won’t have jobs, people’s opportunities will decrease, social conflicts will begin - this is the next stage,” the expert added.

“If we don’t put this into our strategy now, if we don’t think about it, then the next thing will be social conflicts - fights in the streets, people will steal, people will drink. Accordingly, we will not become the southern sea capital, this needs to be understood - if we place the accents incorrectly and spend money before 24 in the wrong places for the development of the city, then where we will end up is a rather big question,” Malko said .
