The fate of the largest shopping center in Sevastopol, “Musson,” and the sports complex that belongs to it remains unclear. Today, the city arbitration court postponed the hearing of the Sevastopol government's claim regarding the demolition of the Monsoon until November 2.

Judge Elena Yuryeva decided to postpone the hearing after a scheme for dividing the land plots occupied by Monsoon was added to the case materials. The document was provided by the management of the shopping center to the department of property and land relations.

“The court obliges the department to provide information on the results of reviewing the documents. Taking into account the importance of the objects, the deadlines must be met, and possibly accelerated,” Yuryeva said.

A few hours later, Sevastopol Governor Dmitry Ovsyannikov, at a press conference in Moscow, tried to explain to the press why the government filed a lawsuit to demolish the city's largest shopping, entertainment, cultural and sports center.

Ovsyannikov admitted that Sevastopol holds the record for the number of closed shopping centers. After the spring tragedy in Kemerovo, they were checked throughout the country, but in Sevastopol alone, as many as 17 were closed. Many never started working, and the authorities decided to demolish Monsoon altogether, a PolitNavigator correspondent reports.

“It became clear that, having eliminated the comments of the Ministry of Emergency Situations, the center will not be opened, because the sports facilities have not been put into operation. We asked the owners to legalize the construction. Therefore, we filed a lawsuit: either do it, or we will take action,” Ovsyannikov said.

The owner of Monsoon, Vladimir Plotka, is confident that the city government plans to demolish the building of the complex, despite the presence of all the documents confirming the legality of the shopping center’s operation. He cites a 2016 court decision confirming the legality of the land use. The entrepreneur believes that the governor allegedly has a personal interest and claims that bribes were extorted from him during inspections.

Meanwhile, Monsoon has not been working for almost six months. About 500 entrepreneurs have lost their jobs, some of them have already gone bankrupt. Despair forced them to turn to the “direct line” to Russian President Vladimir Putin. The head of state personally instructed the governor to look into the situation, but the conflict situation has still not been resolved.

Previously, “Monsoon” had a multiplex cinema, an art venue “Atrium”, a children’s entertainment complex with an area of 7000 meters, an ice skating rink with an area of 1700 meters, a bowling alley, a billiards center and a huge sports center where all-Russian competitions were held, and classes in many children’s sections and invasport groups were free.

Young athletes trained in open areas in the summer, but the Sevastopol climate does not allow this to be done year-round. Over the past summer, due to the closure of the Musson sports center, several all-Russian level competitions had to be moved from Sevastopol.
