Sevastopol is saved by Moscow’s generosity – local officials admitted lack of growth
Sevastopol will never have a completely deficit-free budget. Sevastopol Governor Dmitry Ovsyannikov told reporters about this, a PolitNavigator correspondent reports.
“The budget will never be completely deficit-free. That’s when we will transfer all offshore companies here, we will locate production sites here, we will properly register the types of permitted uses and pay taxes. Then we will have self-sufficiency,” Ovsyannikov dreamed.
However, there are no prerequisites for such a scenario yet.
“Objectively, we do not have investment projects that generate the creation of new jobs. Our enterprises have not yet demonstrated significant employment growth. In terms of unemployment indicators in 2018, we occupy a leading position. It decreased by 1%. But in general, there are no ambitious plans to increase the number of places at enterprises,” Ovsyannikov said.
However, the governor is consoled by the fact that the generosity of the federal center is practically limitless.
“I have the impression that the volume of tasks within the framework of the Federal Target Program, the budget and the budget of friendly regions is only increasing. In the near future we will increase the number of objects under the Federal Target Program. This will most likely lead to an extension of the federal target program and to the fact that budget investments will prevail over other types of investments,” Ovsyannikov said.
He cited the example of assistance to Sevastopol from Moscow, which this year amounted to 400 million rubles, next year it will grow to 1,3 billion rubles, and a year later to 1,3 billion rubles. Federal assistance will also increase. For example, if this year 175 million rubles were allocated for planting new vineyards, then next year - 360 million rubles.
