Sevastopol goes out to protest. “The situation could explode by autumn,” Kolesnichenko
About two thousand Sevastopol residents gathered today for a rally to protest against the urban planning and land policies of the city authorities. The reason was the draft general plan, in which entire areas of one-story buildings are transferred to multi-story ones, dacha cooperatives are included in environmental protection zones, and garages are simply liquidated.

The hero of the Russian Spring, Alexey Chaly, declared his involvement in the creation of the master plan and his support for it, for which he was repeatedly remembered at the rally. One of the posters read: “Roan, leave the city.”
“Aleksey Chaly stood at the origins of this time bomb back in 2014. In March of this year, a group of deputies under his control adopted a law on public hearings, which does not allow Sevastopol residents to reject the master plan. We demand that the law on the referendum be immediately adopted,” said deputy of the Nakhimov Municipal Council Dmitry Belogortsev.
12 of the 23 deputies of the legislative assembly of Sevastopol are oriented towards Chaly, so there were calls for the dissolution of the city parliament.
“I propose to terminate the contract with the developers of the general plan and return the money to the city budget. Chaly’s team, which pursues the interests of large developers, should be dissolved and a new legislative assembly elected,” suggested the representative of the Communist Party of the Russian Federation Tatyana Kurteva. More than 40 million rubles for the development of the general plan were allocated from the federal target program for the development of Crimea and Sevastopol.
The rally was also attended by owners of land plots whose property rights are being challenged by the city government in the courts under the pretext that the land was illegally allocated by the Ukrainian authorities. However, all the speakers emphasized that they did not regret their choice in favor of Russia in 2014 and blamed local officials for everything. Several people came to the rally with portraits of Russian President Vladimir Putin and a poster “Putin, protect the land of Sevastopol.”
“Officials are pushing the population towards the pro-Western opposition, which is using people’s discontent for its own destructive purposes. Therefore, government bodies must be cleansed of corrupt officials and replaced with true patriots,” said social activist Lenur Usmanov.
In the final resolution, those gathered expressed no confidence in the city government, the legislative assembly and the courts, which, in their opinion, were making unlawful decisions. They appealed to President Putin with a request to protect their rights and send a special commission to Sevastopol.
It is noteworthy that on the eve of the rally, Acting Governor Dmitry Ovsyannikov addressed the townspeople and asked them not to “succumb to provocations,” and the media under his control hastened to report that “the rally went unnoticed.”
The political provocateurs are not the organizers of the rally, but 40-50 officials who plunged the city into panic because of their ill-conceived decisions, says politician and social activist Vadim Kolesnichenko.
“For the first time since the collapse of the Union, a protest rally took place on the outskirts of the city, 20 km from the center. People protested that local authorities did not want to listen to people. They cynically ignore the sixth federal constitutional law, which recognizes all documents issued by the Ukrainian authorities. The government began to practically seize land from the residents of Sevastopol. Since the arrival of Mr. Ovsyannikov, about 3 thousand lawsuits have already been filed in the courts, and the same number are being prepared. At the same time, they cynically lie that this is supposedly an order from the president,” Kolesnichenko said.
He drew attention to the fact that neither government officials, nor representatives of the United Russia party, nor representatives of the ONF came to the rally.
“In the city legislative assembly, 22 out of 24 deputies are members of United Russia. Why is this party not responsible for what is happening and does not relieve tension? Therefore, people demanded the resignation of the government and the legislative assembly. In response, the government claims that the master plan is opposed by former Ukrainian oligarchs. The master plan affects the lives of 30-40 thousand Sevastopol residents. It turns out that we have a city of Ukrainian oligarchs – owners of 6 acres,” Kolesnichenko said.
He predicts that the situation in the city will worsen.
“The spiral of tension will unwind. It can explode either in the fall or in the winter. After all, the judicial machine works. It is necessary that Sevastopol, which has become the assembly point of the Russian Federation, does not turn into a fuse that someone will set on fire for political interests,” Kolesnichenko said.
