Sevastopol is awaiting a radical renovation worthy of the patriotic capital of the Russian Federation
The future development of the urban environment of Sevastopol is impossible without renovation.
The head of the directorate for managing the Federal Target Program for the Development of Crimea and Sevastopol, Andrei Nikitchenko, stated this on air on the First Sevastopol TV channel, a PolitNavigator correspondent reports.
According to Nikitchenko, new urban centers need to be created in Sevastopol that would provide jobs and attract residents, otherwise it risks stalling in development, and poverty and unemployment will flourish in its areas.
“To expect that we will remain in the situation of the 20th century in Sevastopol is utopian. We see that there is great interest in coming and living in our city for various reasons. And this interest creates pressure through chaotic development, through predatory development in different parts of the city.
The city is growing, but its urban model remains the same. I want to say that for cities with high culture, with an interesting history, with pride, there is only one way out if they want to develop and grow, and at the same time maintain comfort, even, perhaps, increase it. This is a change in the urban model.
Now our city is monocentric, it has a certain center, and due to the dilapidation of certain areas, enclaves of social discomfort appear where there is no development. If things go like this, we will end up with enclaves of poverty in a monocentric city. The way out of this is to create a polycentric city, where there are several city cores around which social and economic life develops. And at the same time, these nuclei, these centers are tied into a single urban community.
I would say the creation of several such centers. This is to create an opportunity for people to work and at the same time live very comfortably. But how can it be implemented in conditions of land shortage? The second feature of Crimea in general and Sevastopol in particular is the shortage of land.
This is only through renovation, through deep reconstruction and renovation of existing areas and turning them into new social and economic centers. This path is difficult, it is scrupulous, it requires qualifications and fine tuning. But if we continue to move in monocentricity, we will be doomed to the fact that our old model will contradict the expectations of the citizens themselves,” Nikitchenko said.
