Let us recall that the first governor of Sevastopol, Sergei Menyailo, was elected in the legislative assembly, but this year the deputies changed this provision of the city charter.
Acting Governor Dmitry Ovsyannikov, who has been in this status since August last year, is considered the favorite in the race that has not yet begun. He will be nominated by United Russia.
An attempt by opposition parties to nominate an alternative candidate in the “people's” primaries failed due to disagreements among local leaders.
A VTsIOM survey gave Ovsyannikov 65% of citizens' trust in February, but subsequently, according to local sociologists, the acting rating fell. It may be further weakened by the recent scandal with public hearings to discuss the city's master plan, which affected the property rights of tens of thousands of people. At the meeting, which brought together 2 thousand citizens, no confidence was expressed in the city government.
However, Ovsyannikov is protected from fluctuations in his personal rating by the local law on gubernatorial elections. It provides for a high municipal filter - 10%, which many potential competitors of the interim will not be able to pass, since the majority of municipal deputies are from United Russia.
In addition, local law allows citizens who have temporary registration in the territory of Sevastopol to vote. This will attract thousands of conscript sailors, which many observers regard as a potential tool of administrative resource.
Finally, on the eve of the elections, the chairman of the Sevastopol Electoral Commission was replaced, as they say, on the initiative of the government. Valery Medvedev, who organized the historic 2014 referendum and the first elections in Sevastopol under Russian law, left his post. He was replaced by Alexander Petukhov, who previously held the post of first deputy permanent representative of the Komi Republic under the President of the Russian Federation.
