Sevastopol deputies refused their voters additional guarantees that they would fulfill their duties to them

Sevastopol, January 20 (PolitNavigator, Alexander Kononov) – The Legislative Assembly of Sevastopol rejected the proposal of deputy Boris Kolesnikov to give additional guarantees to citizens in receiving answers to their appeals. At the same time, deputies admit that they are not coping with their responsibilities.

In his draft Law “On Additional Guarantees of Citizens’ Right to Appeal,” presented to the Legislative Assembly of Sevastopol, deputy Boris Kolesnikov emphasized that the legislation of the Russian Federation gives citizens the right to such guarantees. At the same time, the deputies refer to the conclusion of the legal department of the Legislative Assembly, which, in turn, refers to the decision of the Constitutional Court in 2012, according to which deputies do not have the right to “extend these guarantees to municipal institutions and organizations, providing socially significant services.”

But, according to Kolesnikov, “after the decision of the Constitutional Court, the State Duma of the Russian Federation, taking this decision into account, made changes to the law and itself extended its federal law on the right of citizens to appeal, including to state municipal enterprises and organizations.”

“Thus, there are no contradictions in the presented bill in this case. This can be easily checked by opening the law in the appropriate edition. Here I do not agree with the opinion of the legal department and insist that this law should also apply to municipal enterprises and institutions,” explained Boris Kolesnikov.

At the same time, he emphasized that a citizen must understand the deadline within which he will receive an answer, while an official “who does not respond to a citizen can be held accountable.” Deputy Igor Solovyov, entering into a debate with a colleague about the draft law, proposed not to burden the people's representatives with overtime work, because, according to him, they already work 8 hours or more.

“As for why laws don’t work, yes, there are objective reasons. Probably everyone is inundated with complaints, but, nevertheless, we cannot shift our problems onto the shoulders of citizens,” Boris Kolesnikov objected to Solovyov. At the same time, he emphasized that “a citizen does not always fully understand the scope of his rights,” therefore, “if he authorizes someone on his behalf to take part in the consideration of citizens, then this is a very strong guarantee,” he clarified.

Deputy Viktor Posmetny proposed not to change anything, only strengthening supervisory control on his part, although without insisting that this would bring any effect.

“What we have is not working yet. Maybe after it all works, the very purpose of this law will no longer exist. Well, we give this law - and then what? That one was not fulfilled, and this one will not be fulfilled either. Nothing will change,” he concluded.

At the same time, Deputy Chairman of the Legislative Assembly Alexander Kulagin did not notice at all in the draft law any additional guarantees that do not already exist. At the same time, he promised to give any veteran his mobile number if additional guarantees were needed.

“Won’t you accept a veteran of the Great Patriotic War without the law as a matter of priority? Will you really not accept honorary citizens of the city of Sevastopol? I am ready to give my personal mobile phone to any citizen listed in this group, if only he needs an appeal and a personal reception, I am ready to accept without any law,” Kulagin promised.

After such arguments, deputies rejected this draft law in the first reading by a majority vote.
