The conflict in Sevastopol has not been settled: United Russia has surrendered to the mercy of Moscow
The organization of the preliminary elections (primaries) of the United Russia party in Sevastopol will be carried out by the former commander of the Black Sea Fleet, Admiral Alexander Vitko. This decision was announced today at the political council of the city organization.
“I was offered to head the organizing committee. My goal is for all participants to be assessed according to their merits, there would be no dishonest play,” the admiral said, emphasizing that he himself does not intend to run, since he works as the deputy commander-in-chief of the Russian Navy.
According to experts, the fact that an entire admiral was sent from Moscow to form the party list for a small region indicates that party work in the city has failed. The city activists are still divided between supporters of the hero of the Russian Spring, Alexei Chaly, and supporters of Governor Dmitry Ovsyannikov.
State Duma deputy Dmitry Sablin, sent from Moscow in February as the head of a local organization, not only failed to reconcile the warring parties, but also complicated the situation by creating his own team of “Afghans” and a former activist of the Ukrainian Party of Regions.
Governor Ovsyannikov apparently decided that he had nothing to expect from the party in power and ordered the dismantling of 90 United Russia billboards around the city. Considering that Chaly’s team is conducting separate negotiations with opposition parties, then the prospects for EdRa in the city of Russian sailors are not at all rosy.
The fact that an unacceptable situation has developed in Sevastopol was stated by Andrei Turchak, secretary of the General Council of the EdR, who had recently arrived in the city.
“I do not share your division into the teams of Chaly and Ovsyannikov. This is why we launched a reboot of the Sevastopol branch of the party, so that this fragmentation would not happen, and the new composition of the Legislative Assembly would be monolithic,” Turchak said.
According to observers, there was a feeling that the party functionary had already despaired of taking a majority in the city parliament. Turchak said that members of other parties will be able to participate in the primaries, and the Legislative Assembly will include different political forces that “must work for one common task.”
“Do not fight with the executive power of the city, but work for its development,” Turchak emphasized.
Sevastopol was offered a complex primaries scheme, like the American electoral system. The party list will be compiled by 50 “electors”, who will be 50% United Russia members and 50% social activists. It is unclear how the electors will be chosen.
Most likely, their activities will be reduced to the formal legalization of the results of behind-the-scenes negotiations between three competing teams. But experts have a hard time believing in the success of these negotiations.
