Telegram channels are discussing Ovsyannikov’s possible resignation
After Sevastopol Governor Dmitry Ovsyannikov was included in the “dynamic decline” category in the Politbroker agency’s “Governors’ Exchange” rating, many Telegram channels paid attention to him.
The interest of network observers in personnel changes in a significant region for Russia is obvious. Telegram channels are a new type of media that has gained fame due to the publication of inside information from government agencies. It is understood that the main recipients of leaks are also senior officials who, in Telegram, unlike other social networks, can remain completely anonymous.
The campaign was launched by the Kremlin BezBashennik channel, which on August 29 reported on a telephone conversation between the governor of Sevastopol and the head of Rostec, Sergei Chemezov. Allegedly, Ovsyannikov asked for budget support for the scientific and technological cluster of Sevastopol.
“Ovsyannikov did not receive support, but Chemezov asked him from now on to conduct all communications in writing or through assistants. A very indicative fact...” – wrote “bezBashennik”.
The topic was unexpectedly picked up by the Scientific and Educational Policy channel, which specializes in problems of higher education. He announced an inspection of “Ovsyannikov’s business,” which would affect the scientific and educational sphere.
“In this regard, Chemezov distances himself both from assistance to Ovsyannikov through the Deputy Minister of Science and Higher Education I. Komarov, and in general from public support for the governor of Sevastopol, which is actively criticized by many,” the author writes.
At the beginning of September, new forces joined the discussion of Ovsyannikov’s fate.
“After the elections on September 9, resignations of governors are expected. Political scientists like to guess which of them will not sit in their chair until winter, but no one knows the real situation. True, one future political corpse is obvious - the governor of Sevastopol Dmitry Ovsyannikov. The main condition for Ovsyannikov’s appointment was personal loyalty to Chemezov and the development of the region without serious scandals. But it didn’t work out,” writes the Temnik channel.
As the most high-profile scandals committed by Ovsyannikov, he names the “loss” of 2 billion rubles allocated from the federal budget for the construction of treatment facilities, and the public conflict between the governor and the legislative assembly.
“Rostec is now looking for a new candidate for the post of governor of Sevastopol. As they say, “I gave birth to you, I will kill you.” Moreover, the matter may not be limited to Ovsyannikov’s resignation,” reports Temnik.
The Mediatechnologist channel claims that the presidential administration is shocked by fresh sociology from Sevastopol, according to which Ovsyannikov has become the record holder for the drop in trust ratings among the population - by as much as 21%.

Conflict with city entrepreneurs, which also affected prices and hit the consumer’s pocket in a region under international sanctions,” reports the Mediatechnologist channel.
The Nightingale Trills channel predicts that Rostec’s protégé Ovsyannikov will again be replaced by the governor from the security bloc. The previous protege of the security forces was the first head of the Russian Sevastopol, Sergei Menyailo.
“The information that Ovsyannikov is finishing his work as governor of Sevastopol is gradually becoming more and more realistic. There are many reasons, but they all agree on one thing - the person was simply in the wrong place at the wrong time. As a result: he remains in the mix, will receive an appointment either in Rostec or in the structures of the Ministry of Industry, and Sevastopol is waiting for a person with a military background,” writes Nightingale Trills.
