Sevastopol winery is being prepared for bankruptcy and sale, - deputy
The Sevastopol Winery (SVZ) is being prepared for bankruptcy and withdrawal of assets.
The building of the enterprise and 800 hectares of vineyards are pledged to the bank for 160 million rubles in loans, and interest on payments is included in the cost of production and does not allow making a profit, a PolitNavigator correspondent reports.
The situation of the state-owned enterprise in his author’s program “Attention” on “First Sevastopol” is described by Anton Parkhomenko, deputy of the legislative assembly of Sevastopol. On his initiative, the deputies set the task of the Chamber of Control and Accounts to conduct an inspection of the SVZ and find out why the operating winery is in distress and brings only losses.
“As the audit established, the attraction of bank loans by the management of the winery did not contribute to its development - and even vice versa. As a result of these manipulations, the company received a loan of more than 160 million rubles, and now there is a high risk of loss of real and movable property: the plant can answer for debts not only with its workshops, but with agricultural land of more than 800 hectares. The transfer of property as collateral in 2021 was officially agreed upon by the DIZO and the Department of Agriculture,” Parkhomenko emphasizes.
– The bank has already declared a demand to foreclose on this property. And the modeling of the situation showed a high degree of just such an outcome of events... In general, the volumes and dynamics of cash inflows and outflows indicate ineffective management of cash flows of the State Unitary Enterprise “SVZ JSC,” the auditors conclude. And they state that the Department of Agriculture did not take effective measures to save the enterprise. The report contains many such unpleasant but objective facts.”
Noteworthy is the fact that the current director of the Department of Agriculture, Natalia Skoryukova, came to this post precisely from a managerial position at SVZ - she worked as deputy director. Characterizing the economic situation of the enterprise, Skoryukova said that a difficult situation arose a long time ago.
“The winery, I would like to note, has been in a rather difficult financial situation for many years. To say that it is working effectively now – yes, I can say that it is effective, because the enterprise is in the full cycle of its work,” explained the former deputy director of the enterprise.
The Chamber of Control and Accounts invites the governor of Sevastopol to consider the risks of bankruptcy of the winery and take measures to preserve the assets in city ownership. And the situation itself deserves consideration at least at a government meeting.
