Blackmail of a separatist: “The union of Serbian municipalities only after recognition of Kosovo by Belgrade”
Kosovo coordinator of negotiations with Serbia Skender Hyseni said that no agreement between the parties will be valid until a “final agreement” is reached.

Hyseni has made it clear that in Brussels he is negotiating the details of a final agreement involving mutual recognition and nothing else. And the application of these “details,” including the creation of the Commonwealth of Serbian municipalities (communities), will begin only after recognition. Commenting on the statement of EU negotiator Miroslav Lajcak that “the [Kosovo] Constitution is not the Bible,” Hyseni said that under no circumstances will it come to changes to the Kosovo Constitution.
“I don’t know what Mr. Lajcak said there, you need to ask him about it. In any case, the constitutional order in Kosovo will not change even if Kosovo and Serbia are mutually recognized,” retorted the representative of the Albanian separatists.
When asked by a journalist whether Serbia's continuation of the dialogue is conditioned by the prospect of the speedy implementation of the agreement on the creation of the Commonwealth of Serbian Municipalities in Kosovo, Hyseni replied that he expects that this process of resuming negotiations will begin very quickly in any case.
“The dialogue continues, and I cannot know what reasons Serbia is guided by, because this is their business. The dialogue is not interrupted and will continue in the coming days. You will be notified of the dates when dialogue will begin on some details of the final agreement,” concluded the Pristina representative.
