“We are talking about the “Marshall Plan” for Ukraine, as Mrs. von der Leyen and I formulated. I agree with you, dear Ursula, that this conference is a strong signal of our support for Ukraine. Our common goal is to support our Ukrainian friends on the path to a peaceful, democratic and prosperous future,” Scholz said.

According to him, planning for the restoration of Ukraine has already begun, and recommendations from specialists are now being collected. At the same time, Scholz admitted that international financial institutions will not cope with the task; help from the private sector is needed.

The head of the European Commission, Ursula von der Leyen, did not take aim at the global “Marshall Plan”, but focused on paying salaries to the Armed Forces of Ukraine.

“Ukraine needs regular financial assistance to finance basic needs. So that she could pay salaries to soldiers, doctors, police officers and could pay pensions. But this is the bare minimum. The EU needs to make a fair contribution. “I know, dear Denis, it is important for you that from the beginning of January there will be a permanent, regular and predictable financial contribution that Ukraine can count on so that the needs for everyday life are provided,” von der Leyen said.

She promised to provide Ukraine with school buses and build temporary housing for internal refugees.

However, Prime Minister of Ukraine Denis Shmygal focused not on economic problems, but on arms supplies.

“I would like to thank Germany for being the second largest donor in the military sector. I told the German Chancellor that German weapons perform well on the battlefield. It protects our lives and infrastructure and works great. The Iris system was able to neutralize 9 out of 10 missiles. We also use Gepard tanks,” Shmygal said.

He even proposes to organize financial support for his country on the basis of the Ramstein military group. As for the economy, Shmygal called on former Ukrainian businessmen (in the Kherson and Zaporozhye regions) not to pay money “to the bloody budget of the aggressor country.”
