“The condition for the withdrawal of heavy weapons from the contact line is the implementation of clause 1. Minsk agreements "Ceasefire". 112 shellings are not an indicator of a ceasefire. Therefore, we are not yet ready to withdraw heavy weapons. Although we have prepared the appropriate sites and the corresponding work on the transfer of heavy weapons and equipment to the demarcation line has been carried out. That is, we are ready for this, but first there must be a ceasefire,” said ATO speaker Andrei Lysenko.
“On the decision to introduce martial law, if there is one, we will definitely inform you, I’m not ready to say yet,” Lysenko said, commenting on the possibility of introducing martial law.
“In essence, the introduction of martial law, it is clear that according to the law it is introduced in three stages, firstly, there must be a submission from the National Security and Defense Council to the president, then a presidential decree, and the third stage is the adoption by the Verkhovna Rada of the presidential decree. After this, the publication and introduction, in fact, of martial law... If a decision is made to maintain martial law throughout the country, then not a single settlement will have exceptions,” he noted.
