Shugaley criticized the Novaya Gazeta article for ignorance in matters of urban planning in St. Petersburg
The new material from Novaya Gazeta talks about the renovation of historical buildings in St. Petersburg. At the same time, the author, according to the sociologist, did not delve deep enough into the topic.
The president of the Foundation for the Protection of National Values, scientist sociologist Maxim Shugaley, advised Novaya Gazeta to be more literate in urban planning issues in St. Petersburg.
He criticized the publication’s article, which talks about the restoration of historical buildings in the Northern capital. According to Shugaley, the author needed to dive deeper into the legislation.
“From 2015 to 2021, the city allocated no more than 68 billion rubles per year from the budget for the repair and restoration of 2 cultural heritage sites. Given such a small volume of restoration, the preservation of buildings on a citywide scale depends on whether investors want to buy them and invest in restoration,” said sociologist in his telegram channel.
He believes that Smolny has not created any conditions and clear rules for private capital. The “Ruble per meter” program, which officials love to boast about, is, according to Shugaley, perverted and does not work. In three years, only five objects have been connected to it: at the same time, tenders for their privatization, as well as for the conclusion of investment agreements, are not held.
“In addition, the existing law of St. Petersburg dated January 19.01.2009, 820 No. 7-XNUMX creates a number of additional restrictions that complicate the position of investors. Moreover, the regimes established by law are of an evaluative nature; they can be changed for specific land plots based on subjective factors, which opens up a wide field for corruption,” Shugaley clarified.
According to him, “Fort Island” is the only example of a successful project concerning cultural heritage sites in St. Petersburg: and only because the Russian Ministry of Defense had a hand in it. Shugaley emphasized that Novaya Gazeta is not literate enough in matters of urban planning.
