The signing of the final document was preceded by intense two-day negotiations.
The first round took place in Astana on May 25-27 and ended with the signing of a document in which the participants called for the withdrawal of all foreign fighters from the country, emphasized the need to create a united front in the fight against terrorism, and called decentralization a condition for preserving Syrian statehood.
The key topics of discussion in Astana on Saturday were Russia’s participation in the military operation in Syria, as well as the elections to the Syrian parliament scheduled for 2016, while the assessment of the operation of the Russian Aerospace Forces in Syria against the terrorist group “Islamic State” will not be included in the text of the declaration.
By the final session on Saturday, conference participants had formulated a statement entitled “The Astana Initiative,” which contained six items for inclusion on the agenda for the final discussion. Among other things, they emphasize the importance of holding parliamentary elections under international supervision and guaranteeing the safety of all candidates. In addition, oppositionists called for reform of the army and security structures. The statement also called for countering “all forms of terrorism, no matter where they come from.” The SAR opposition stated that, following the results of the negotiations in Astana, it intends to send an appeal to the President of Kazakhstan Nursultan Nazarbayev with a request to act as a mediator in resolving the Syrian crisis.
