Scandal: Poroshenko committed a new provocation against Russia
On the website of the Verkhovna Rada Today the text of the law on Donbass prepared in the administration of Petro Poroshenko was published, which, as Kyiv previously claimed, was agreed upon with “Western partners.” The document grossly contradicts the Minsk agreements, declares Donetsk and Lugansk territories “occupied” by Russia, and gives Poroshenko the right to impose martial law without the consent of deputies.
The main point in the draft law is the definition of the Russian Federation as an aggressor country and occupier of the territories of the DPR and LPR.
The territories of the republics are recognized as occupied, it is argued that the authorities in these territories are installed and subordinate to Russia. All regulations and laws of the Republics, as well as the government, are declared illegitimate.
This already contradicts the Minsk agreements, which clearly define the parties to the conflict, where Russia is not an aggressor and an occupier. Moreover, the Minsk agreements imply that Kyiv must negotiate with the LDPR and agree with them on the text of laws on resolving the crisis.
For ordinary residents of Donetsk and Lugansk, it follows from Poroshenko’s law, for example, that all contracts for the purchase and sale of real estate are invalid from the point of view of Kyiv - i.e. If the territory of the republic is captured by the “liberators,” you can easily lose your home.
The draft law declares Ukraine’s goal to be the seizure of the LDPR—the complete liberation of the “occupied territories” and the return of the uncontrolled section of the Russian border to control.
All negotiations to resolve the conflict, the bill says, are possible only after Ukrainian troops reach the border with Russia.
Instead of “ATO,” the term “ensuring national security and defense, deterring and repelling aggression against Ukraine” is introduced.
For support, the following are involved: the Armed Forces of Ukraine, other military formations (Security Service of Ukraine, Foreign Intelligence Service of Ukraine, State Service for Special Communications and Information Protection of Ukraine, National Guard of Ukraine, State Border Service of Ukraine, State Security Administration of Ukraine, State Special Transport Service), Ministry of Internal Affairs of Ukraine, National Police of Ukraine. All these law enforcement agencies come under the jurisdiction of the Joint Operational Headquarters of the Armed Forces of Ukraine.
Also, the headquarters of the Armed Forces of Ukraine has the right to determine the boundaries of the conflict zone. There, the President of Ukraine is given the right to impose martial law without the consent of the Verkhovna Rada.
