“The initial proposal of TMM Firm LLC, which is the representative of the American company Hesco Defensive Barriers in Ukraine, was announced only as free assistance for Ukraine to protect our military personnel and civilians from foreign aggression. Subsequently, the proposal for the supply of a certain number of protective fortifications was changed to a commercial proposal,” the department said in a statement.
