Scandal in Kyiv: NABU detectives lost instructions for falsifying interrogations of suspects
During a search as part of a criminal proceeding opened against the chief sanitary doctor of Ukraine Svyatoslav Protas and the head of the department of the Sanitary Service of Ukraine Alexander Chepurny, NABU detectives lost pieces of paper with detailed instructions on how to falsify interrogation reports of suspects.

This was reported by the notorious Kiev journalist Vladimir Boyko with reference to the law firm Gavrish and Partners.
In particular, this instruction contains a hint to seize at least 3 thousand US dollars as a result of each search (regardless of whether such money is actually discovered), to force witnesses to “voluntarily” testify without the participation of lawyers, to force witnesses to sign a statement that they agree to give evidence without serving a subpoena three days before the interrogation, to force witnesses to “voluntarily” come to Kiev, while “during the trip, the mind is blown: everything is recorded, everyone was listened to, 72 hours in prison with no options,” the document says.
“But the most interesting thing is the hint to make a deliberate mistake in the interrogation protocol, then correct this mistake and force the witness at the end of the protocol to write “believe the corrected one,” Vladimir Boyko commented on the find.
“This will make it possible in the future to make changes to the protocol without the knowledge of the witness and falsify the case materials.
Moreover, the instructions directly state that if during the search some document specified by the court order was not seized, then this document will subsequently have to be placed under the record of the interrogation of the witness with the obligatory indication that the witness allegedly gives it up willingly.
This instruction grossly violates the provisions of the Criminal Procedure Code of Ukraine and indicates that “The National Anti-Corruption Bureau of Ukraine, for which 1,5 billion UAH has been allocated this year, is a fraudulent office where they falsify cases under the leadership of director Sytnyk and under the supervision Prosecutor Kholodnitsky.” – said Vladimir Boyko.
