The Council for Improving the Investment Climate in the Republic of Kazakhstan allocated a site in Yalta for the construction of a multi-storey four-section residential building, 10% of the area of which the developer promised the city. The land went to the company Rekon-Krym-Stroy, which was registered only in February of this year and has an authorized capital of 10 thousand rubles, but is already announcing ambitious plans to invest 800 million.

“It is difficult to find such a large-scale investor as we attracted. This is a very serious, large enterprise that was not afraid of sanctions - the Recon-SMK group of companies. These are the innovators of all-Russian panel construction - the guys who have installed their lines for the production of reinforced concrete panels in 150 cities of the Russian Federation. They named the enterprise “Recon-Crimea-Stroy” for the simple reason that they created a new enterprise here for tax payments to the budget of Crimea. This is our condition,” the publication quotes the words of the Minister of Construction and Architecture of the Republic Sergei Kononov.

KT journalists, in turn, decided to find out the details of the work of the parent company Rekon-SMK, however, as it turned out, its general director Vladimir Shembakov did not even suspect that he had registered a branch in Crimea.

“Of course, it’s easy to work under a well-promoted brand. But I told them not to do that again. In an amicable way, of course, you should set up a plant for the production of panels and then build houses and cities, but you didn’t have such negotiations with us. We have no construction, no investments in Crimea,” Shembakov assures.

Who misled the minister, or whether he deliberately provided false information is still unknown: the Ministry of Construction suggested that journalists send an information request, which was done: “We were told that the ministry does not have its own press service and were assured that there would be a prompt response There's no point in waiting."
