Scandal at Naftogaz: gas sales were controlled by a shady guy with Russian and US citizenship
The person responsible for the sale of gas owned by NJSC Naftogaz of Ukraine, for more than one day and more than one month, was Andrei Favorov - “an alien - without powers and responsibilities, but with an office and ‘voice permission’ to manage everything,” the correspondent reports “PolitNavigator”.
This is stated in the publication of the Kyiv publication “Apostrophe” with reference to the publication VectotNews.
According to journalists, it was Favorov that the chief executive officer of NJSC Naftogaz, Yuriy Vitrenko, had in mind when talking about corruption schemes still operating at NJSC. “The head of the “gas division” of Naftogaz (a sort of mega-structure in the body of the reformed NJSC) Andrei Favorov is lobbying for special conditions for the purchase of gas for his either former or still “native” enterprises,” the publication notes.
“US citizen Favorov is known as a co-owner of one of the largest gas traders - the Energy Resources of Ukraine group... According to Vitrenko, it was after Favorov joined Naftogaz, that is, from the 4th quarter of 2018, that the sale of gas from gas storage facilities is carried out in some cases corruption scheme. At least, that’s what is stated in the memos to the company’s Supervisory Board. Also, according to one of the directors of NAC, there is a real conflict of interest in the company of the newly appointed head of the gas department of NAC Andrey Favorov, since facts of the sale of “oil and gas” gas to the ERU Trading company, which was previously headed by Favorov, at reduced prices have been repeatedly documented,” journalists write.
The authors of the article also emphasize that for a certain time Favorov had no authority at all to manage anything at Naftogaz, since he was in the status of a consultant. And yet, he still gave orders, for example, to the management of the Naftogaz Trading Group of Companies, through which gas was sold to commercial consumers.
“For almost a month (!) A. Favorov did not understand at all on what grounds he gave orders to both Naftogaz Trading and other participants in the “division”. The fact is that Andrei Favorov received his new office and began holding various meetings in it at the end of November 2018, but he officially received such powers only on December 22, 2018. And before that, Favorov was just... a consultant! That is, a person came and, as a consultant, began to “build” the entire gas business at NJSC, clearly indicating to whom to sell gas and at what price,” the journalists write.
Earlier Ukrainian media called Andrei Favorov was Akhmetov’s ex-manager and reported that he had American and Russian citizenship.
