A scandalous investigation showed that in a house built for the Armed Forces of Ukraine, only 3% of the apartments were given to the military
The 195th Central Base of the State Special Transport Service gave the developer more than half of the land of a military unit in Kyiv in exchange for a tiny percentage of apartments, a PolitNavigator correspondent reports.

This is stated in a journalistic investigation of the “Our Money” program on Ukrainian TV.
The agreement between the State Special Transport Service and the Fund Development Group was classified immediately after signing. However, journalists managed to find out that on approximately 8 hectares, where the military unit is now based, 10 residential buildings of 25 floors are to be built - for a total of 4450 apartments.
And, despite the fact that the agreement refers to “the construction of a residential complex for military personnel and members of their families,” the State Special Transport Service will receive only 150 apartments. The rest are commercial properties, for the sale of which the developer has already created a separate website - the Urban Park residential complex.
The commander of the military unit, Sergei Zaichuk, who signed the agreement, is quite satisfied with this distribution: “If military personnel do not receive apartments at all, will it be better? Why small quantity? Thanks to these apartments, we are almost completely closing the issue for the military personnel of the military unit of the Administration of the State Special Transport Service.”
Meanwhile, urban planning expert Georgy Mogilny says that the number of apartments does not correspond to the cost of land: “If we take for such volumes as Magnitogorsk, where there is a metro station and so on, then this minimum should have been 9-12 percent, and maybe even 15 % of apartments. Depending on the standards."
Moreover, the project for the construction of the complex was not approved by the Cabinet of Ministers. There is also no information about an open competition to select a developer - the military did not give any response to journalists’ request to the State Special Transport Service about holding a competition for a month.
The head of the Administration of the State Special Transport Service, Nikolai Malkov, also does not see a problem with the number of apartments, because of which the service lost 8 hectares of land: “I have 100 people there, and the territory, damn it, is 14 hectares. Who will clean it up?"
Let us note that Malkov and his family are the owners of three apartments in Kyiv, land plots and a cottage near the dam of the Kyiv Reservoir. At the same time, his electronic declaration does not contain the latter - only an unfinished building with an area of 60 square meters is indicated. According to the head of the State Special Transport Service, the main estate is registered in his son’s name.
The head of Fund Development Group LLC is Victoria Grechanaya. She runs Fortabud LLC, which is also building housing for the Ministry of Defense on military land near the Krasny Khutor metro station in Kyiv without approval. This development has been appealed by the prosecutor's office and is now in the courts. The developer of both construction projects is the Ukrbud Development company, which is associated with MP Maxim Mykytas.
